Under the overall supervision of the Programme Coordinator (Global Health Assessment) and direct supervision of International Radiologist(Teleradiology), the successful candidate will provide specialized technical, structural, and operational expertise to protect IOMโ€™s long-term infrastructure investments in the Migration Health Assessment Centers (MHACs). The successful candidate will be responsible for finalizing the MHAC Fit-Out Guide, conducting multi-country facility assessments, evaluating property related risks across IOM medical infrastructure, and developing practical risk-informed recommendations to mitigate vulnerabilities within the large-scale Health Assessment Programme (HAP) operations.

A) Standard Development (MHAC Fit-Out Guide)
โ€ข Conduct a full technical review of the draft MHAC Fit-Out Guide.
โ€ข Refine and harmonize requirements across all sections (structural design, radiology, laboratory, ventilation/ Heating, Ventilation, and Air Conditioning systems (HVAC), Infection Prevention and Control (IPC), safety, accessibility and workflow).
โ€ข Translate technical specifications and content into clear design criteria and compliance checklists.
โ€ข Develop detailed annexes for structural, legal, safety, and lease due-diligence requirements.

B) Facility Assessments (including 8โ€“10 MHACs)
โ€ข Conduct both remote reviews and field visits to selected MHACs facilities.
โ€ข Assess each siteโ€™s structural integrity, safety conditions, compliance with local regulations, workflow efficiency, and alignment with IOM global standards.

โ€ข Identify and prioritize risks affecting service continuity, safety, and capital protection.
โ€ข Prepare and deliver comprehensive facility assessment reports using a standard template to ensure consistency across sites.

C) Global MHAC Property Risk Mitigation Strategy
โ€ข Develop and implement a strategic framework to reduce exposure to structural and lease related risks across all MHACs.
โ€ข Provide cost recommendations addressing:

Property acquisition versus leasing,Renovation versus relocation,Lease clauses and legal protections,Structural retrofits and engineering controls,Insurance and other risk-transfer options.

โ€ข Develop a comprehensive 10-year infrastructure roadmap based on the identified risk.

D) Capacity Building
โ€ข Design and develop practical guide or training module for County Offices (Cos)on facility due diligence, structural risk identification, and fit-out compliance.
โ€ข Conduct virtual training sessions for regional and country teams.
ย 

E) Reporting and Documentation
โ€ข Submit a monthly progress update to MHD HQ.
โ€ข Deliver all assessment reports and recommendations in standardized agreed formats.
โ€ข Produce a comprehensive final consolidated report and executive presentation.
ย 

F) Expected to undertake travel to 4โ€“6 MHAC sites within Africa, Asia, and the Middle East.
ย 

G) Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Structural/Civil Engineering, Architecture with specialization in health facilities, Biomedical engineering with facility design focus, public health engineering or a related field or a related field from an accredited academic institution with seven years of relevant professional experience; or,University degree in the above fields with nine years of relevant professional experience.

Experience

Proven experience in planning, designing, or assessing clinical or public health facilities for at least
nine years.Demonstrated expertise in at least four of the following technical domains:
Hospital and clinic architecture,Structural safety assessments and evaluationElectrical and mechanical systems (including HVAC, ventilation),Radiology shielding and compliance with regulatory standards,Laboratory biosafety practices and protocols,Infection Prevention and Control (IPC) and optimization of clinical workflow.Proven experience in conducting infrastructure assessments in Low-Middle-Income Countries (LMICs), fragile settings, or complex regulatory environments.Familiarity with lease risk, property due-diligence, and facility acquisition considerations.

Prior work with United Nation (UN), International Federation of Red Cross and Red Crescent Societies (IFRC), Mรฉdecins Sans Frontiรจres (MSF), United Nations Office for Project Services (UNOPS), or similar organizations an advantage.

Skills

Proven strong analytical and diagnostic expertise in in infrastructure and structural risk assessment.Ability to translate complex engineering requirements into clear, practical and actionable operational recommendations.Excellent written communication skills, with demonstrated ability to produce high quality technical
reports.Ability to work effectively in culturally diverse and multi-disciplinary contexts.Languages

IOMโ€™s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
