About this position
The Infrastructure and Energy Sector (INE) has the mandate to guide, support and monitor the operational work carried out by the Sector Divisions in the preparation, execution and closing of financing operations. This work includes all types of financing under the Bank's instruments, including technical cooperation grants and infrastructure investment grants. INE has three Sector Divisions in the areas of energy, transport, water and sanitation. The work of INE's operational team also includes the preparation of knowledge products, follow-up of the Department's agenda, communication and coordination with other Bank departments.
We are looking for an operations specialist who can join the operational team, to accompany the project cycle according to the guidelines that are the responsibility of the department. The selected person will be responsible for supporting the coordination of these processes focusing on priorities in social issues, climate agenda and sustainable and resilient infrastructure. In addition, he/she will have to provide recommendations and implement action plans with the main objective of meeting the performance indicators of INE and its sectoral Divisions.
You will work in the operational team part of INE department. This team is responsible for manages the loan and technical cooperation (TC) portfolio ensuring its overall quality and compliance with Bank policies, with special attention to strategic alignment, institutional/financial/economic analysis, risk assessment and mitigation, definition of clear objectives, quantifiable and precise indicators, adequate monitoring and evaluation frameworks. It also works on mainstreaming the themes of innovation, digitalization, gender and diversity, climate change, sustainable infrastructure and regional integration in infrastructure and energy projects and programs including the orientation, design and preparation of the implementation of the Bank's products. In addition, the team supports the preparation of briefings, talking points and requests for information to the NSI Manager and Senior Management on matters related to NSI's operational and knowledge program.
What youโll do:
Expert technical support to INE project teams on financial sustainability and private financing options.
- Technical review of INE loan documents during the various stages of preparation to ensure the highest quality standards, compliance with Bank policies, and alignment with senior management guidelines.
- Support INE project teams and relevant IDB areas to incorporate risk assessment activities and economic-financial feasibility analysis in the preparation and execution of NSI operations.
- Review project closing documents, analyze effectiveness and efficiency performance and provide timely recommendations to project teams.
- Create and maintain an updated monitoring system for the verification of achievements and progress related to the operationalization of the Sustainable Infrastructure Framework.
- Represent the INE operational team at Eligibility Review Meetings (ERM) and Quality and Risk Reviews (QRRs) of operations under preparation.
- Support in monitoring and performance of INE's loan portfolio, participate in portfolio reviews and develop management tools and monitoring reports in close coordination with INE Divisions and Country Managements as required.
- Support the management team with the performance and execution of the INE portfolio and the monitoring and supervision of cross-cutting activities.
- Monitor performance indicators of INE operations in execution (disbursements, PMRs, PCRs).
- Collect, organize, and process data for database structuring relevant to the planning and execution of Bank-financed infrastructure works programs and contracts.
- Analyze data to help solve the Department's portfolio challenges, such as how to optimize benefits, minimize business volumes and streamline processes. Review data to arrive at operational conclusions and recommendations.
- Support the Team Leaders in the oversight and prioritization, approval and execution of INE's portfolio of technical cooperations (TCs) and meeting required corporate milestones in close coordination with INE Divisions and the Grants and Co-Financing Management Unit (ORP/GCM).
- Prepare various reports to support strategic decision making by INE Management.
- Support in the execution of TCs under direct responsibility of INE.
What you'll need:
- Education: Masterโs degree (or equivalent advanced degree) in engineering, finance, economics and other related areas, preferably in sectors related to infrastructure and other fields relevant to the responsibilities of the role.
- Experience: At least 5 years of progressive relevant experience. Experience in private sector, public sector, multilateral and/or international organizations, etc.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements:
- Citizenship: You are a citizen of one of our 48-member countries.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
