Field of Expertise Requirements

Tasks and Responsibilities
Under the direct supervision of the Chief of Communities Section, the successful candidate will be tasked with the following duties:
Analysing the findings of the OSCE Mission in Kosovo (hereinafter OSCE) proactive monitoring of Kosovo institutions and municipalities from community protection perspective, including on returns and reintegration, and together with Senior Communities Protection/Policy Advisers providing the Department with advice and recommended intervention and follow up; Contributing to the formulation of community protection planning by proposing directives and plans to the Department for both immediate and long-term solutions, and by following up on the implementation of adopted recommendations and decisions; Reviewing and commenting on proposed Kosovo institutionsโ initiatives. Together with the Senior Communities Protection/Policy Advisers following up on the implementation of the Council of Europe Framework Convention on the Protection of National Minorities; Liaising with other OSCE sections and maintaining close contacts with the OSCE field teams, providing feedback on their reports, and contributing to trainings organized for the field teams; Maintaining an up-to-date knowledge of the situation regarding the rights of non-majority communities in Kosovo and the region, contributing to drafting of reports on specific issues affecting non-majority communities, particularly in relation to return and reintegration matters; Participating in the drafting, implementing and evaluating of projects addressing community issues; Organizing roundtables, seminars and conferences issues related to non-majority communities; Performing other duties as assignedFor more detailed information on the structure and work of the OSCE Mission in Kosovo, please see: http://www.osce.org/ mission-in-kosovo
