Result of ServiceUNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. The GEF-7 CITinova II Project - \"Promoting Integrated Metropolitan Planning and Innovative Investments in Urban Technologies in Brazil\" is funded by the Global Environment Facility (GEF). It was signed by the Brazilian Cooperation Agency (ABC), the Ministry of Science, Technology, and Innovation (MCTI) and the United Nations Environment Program (UNEP). UNEP HQ, through the Economy Division and the Ecosystem Division, is the implementing agency for the project โ€œPromoting integrated metropolitan planning and innovative urban technology investments in Brazilโ€ (CITinova II). The Global Environment Facility (GEF) provides funding to a total of more than US$ 12.5 million. The Ministry of Science, Technology, and Innovation (MCTI) is the national executing partner, and as such, the institution responsible for overseeing the project activities as foreseen in the Project Document. MCTI nominates a National Director and a National Coordinator, who are responsible for the general supervision of the project activities, which will be carried out, in a decentralized manner, by the co-executing partners โ€“ The United Nations Environmental Program Brazil (UNEP-BR) and the Brazilian Biodiversity Fund (FUNBIO) in three pilot metropolitan regions in Brazil. These are: (1) Belรฉm Metropolitan Region, (2) Florianรณpolis Metropolitan Region, and (3) Integrated Development Region of Teresina. The CITinova II Metropolitan Regions integrate the UrbanShift program. UrbanShift is the brand name of the Global Environment Facility's Sustainable Cities Impact Program. It is led by the UN Environment Programme and implemented in partnership with the World Resources Institute, C40 Cities, ICLEI โ€“ Local Governments for Sustainability, the UN Development Programme, the World Bank and the Asian Development Bank. The program supports more than 23 cities in 9 countries and focuses on integrated urban planning, low-carbon infrastructure, sustainable waste management and nature-based solutions for urban sustainability. UrbanShift brings together global, national, and local stakeholders, and engages with city-based organizations and the private sector to work towards common sustainability visions. The Communication and Gender Advisor (CITinova II Project) will work in close collaboration with the MCTI National Directorate, UNEP Implementing Agency team, co-executing partners as well as other stakeholders. The person will work with administrative support of the UNEP Brazil office and will be stationed at the headquarters of the Brazilian Ministry of Science, Technology, and Innovation in Brasilia. The incumbent will work at the headquarters of Brazilian Ministry of Science, Technology, and Innovation, in Brasรญlia, from Monday to Friday, 40 hours per week. Under the supervision of UNEP Brazil Representative and in close collaboration with MCTI National Director and the Project Management Unit, the Communication and Gender Advisor (CITinova II Project) will undertake the following tasks: โ— Establish working procedures and workflows between MCTI, the Implementing Agency and co-executing partners to ensure the communication activities are carried out accordingly. โ— Maintain regular communication with relevant ministries, governmental agencies, co-finance partners, consultancies, and all other key stakeholders. โ— Undertake timely reporting of communication activities to the National Director Directorate, the Implementing Agency, the Project Management Unit, and Co-executing Agencies. โ— Guarantee that the communication of the project considers the gender equity perspective and the appropriate language for each target public. โ— Ensure the unity of project communication. โ— Develop and implement the communication plan and stakeholder engagement strategy, ensuring gender-balanced representation in activities and decision-making processes, in partnership with the communication agency. โ— Develop gender-sensitive communication guidelines to ensure all project-related content avoids stereotypes, promotes inclusivity, and addresses diverse gender perspectives. โ— Create and disseminate targeted communication campaigns that highlight the role of women and other underrepresented groups in sustainable development and project activities. โ— Develop of the visual identity and the brand manual in partnership with the communication agency. โ— Ensure the communication products follow the rules and guidelines of the Project partners. โ— Promote the communication and stakeholder engagement activities of the technical activities whenever necessary. โ— Provide guidance and create content for website and social media of the project with the support of the communication agency. โ— Prepare and send monthly newsletter of the project to key stakeholders. โ— Plan, produce and edit graphic arts and videos whenever necessary. โ— Collaborate on the planning, preparation, execution, communication and coverage of events, meetings, and webinars in collaboration with the Project Management Unit. โ— Develop internal and external communication for the project. โ— Collaborate on the preparation of project reports whenever necessary. โ— Prepare presentations and speeches whenever necessary. โ— Monitor and evaluate the impact of the communication activities as well as provide and follow up recommendations and improvements. โ— Handles press office. โ— Organize and update image, video, and content archive for the project. โ— Keep the project mailing list up to date. โ— Coordinate the Communication Agency activities. โ— Produce or translate content to English whenever necessary. โ— Attend capacity building activities as per request of the National Directorate and UNEP. โ— Participate in workshops, seminars, meetings, and other events related to the project's objectives, when requested. Qualifications/special skillsACADEMIC: โˆ’ Bachelorโ€™s degree in communication, Journalism, Social Sciences, Gender Studies or related field is required. PROFESSIONAL: - At least 2 (two) yearsโ€™ experience working with communication, campaigns or advocacy is required. - Experience working with international organizations, national and local governments, and civil society is desirable. - Experience with the coordination and implementation of communication plans, press office and stakeholder engagement is desirable. - Experience technical language to accessible language to engage different target audiences is desirable. - Experience with gender issues, inclusiveness and gender-based communication is desirable. - Experience with co-creation, teamwork, and facilitation of collaborative working sessions is desirable. - Experience with social media management is desirable. - Experience with graphic design is desirable.
