Background
\"Further Improvement of Public Service Delivery in Uzbekistan\" is a joint project conducted by the Ministry of Justice of the Republic of Uzbekistan and the United Nations Development Programme (UNDP) funded by the European Union. The overall goal of the project to improve the quality of life of the rural population โ particularly of women, youth and children, the elderly and people with disabilities โ by increasing their access to affordable, convenient and high-quality public services, with a focus on remote, self-service online public services as well as by expanding the citizensโ participation in decision making at the local level.
The project will support the Government of Uzbekistan in further transforming and modernizing the public administration at central, regional, and district levels to improve the quality of public services and local governance in rural areas. This will be achieved through enabling access to inclusive and user-centric public services, integrating advanced technologies and practices through digitalization, applying decentralized and multi-channel service delivery.
The project is expected to produce the following main outputs:
Transform institutional, legal, and regulatory frameworks underpinning the back office of the national public services delivery system. Enhance capacity of the back office institutions in public service delivery to ensure their effective operation at the national, regional and local levels. Conduct digital and user-centric transformation of the back office institutions to improve availability and quality of public services. Transform the system of local governance to ensure responsiveness, accountability and better operation of regional and local institutions functioning as back offices.The projectโs interventions will focus both on the country as a whole (systemic reforms) and the selected remote pilot districts for more targeted results. This will be done through improving policies, enhancing capacity, digital transformation and streamlining the functions of (1) government bodies processing requests from citizens and businesses in back-offices (BOs), (2) Public Services Centres (PSCs) acting as one-stop shops for public services, (3) Ministry of Justice responsible for the unified state policy in public service delivery, and (4) Councils of Peopleโs Deputies (Kengashes) and other local administrative bodies in charge of local governance.

Duties and Responsibilities
Under the direct supervision of the Project Specialist,ย Communication Analyst will be responsible for the satisfactory achievement of the entrusted functions and tasks within the projectโs interventions, as described below:
Provide support to the planning and design of internal and external communication strategies and outreach: Prepare and conduct communications needs assessments for the project; Provide input to the projectโs communications and outreach strategy based on the project document priorities; Provide input to and draft stories for local media to increase coverage and understanding of the projectโs work in the country or practice areas as guided by the UNDP External Communications Action Plan; Develop Terms of Reference for different communications needs (i.e., photographers, videographers); Ensure that all publications and promo-materials (leaflets/infographics, reports and audio-visual products) are designed in compliance with UN and EU communications guidelines.ย
Ensure the implementation of the project publications strategy and plan: Manage projectโs publication activities, such as drafting articles and content management in line with corporate guidelines; Maintain regular contact with printers and other suppliers to ensure production and publications dissemination; Support the Project in technical aspects of communication and visibility activities, including production of leaflets/infographics, reports and audio-visual products; Design, develop and implement Public Relation (PR) annual workplan, as well as provide recommendations on new feasible solutions for increasing overall visibility of the Projectsโ activities; Coordinate the PR activity in the area of development and dissemination of a wide range of information and promotional materials to inform all stakeholders and promote Projectsโ activities; Develop periodic report to the Project Specialist on achieved results within PR and Outreach activities; Preparation, implementation and oversight of the Communication and Visibility plan of the Project and assuring that all activities including the outreach and awareness-raising activities adhere to and are fully aligned with the visibility needs and interests of the EU.ย
Contribute to the projectโs campaign initiatives to engage different stakeholders (i.e. government, donors, media and public) and increase awareness of project and overall UNDPโs mandate and goals: Establish and maintain effective partnership with national partners, government agencies, local authorities, international organizations, private sector, EU delegation in Uzbekistan, other UN agencies, UNDP CO Communication Officer; Promote and disseminate corporate advocacy materials for launching flagship initiatives and publications within the activities of the project; Promote and maintain project related public information campaigns on issues, including UNDP activities, Sustainable Development Goals and UN Reform, under the supervision of Communications Specialist; Prepare and disseminate newsletters as well as draft and produce regular updates to donors, donor reports, civic education, and community awareness, where appropriate, to support the project; Develop and produce other communication and advocacy materials for marketing and awareness-raising campaigns, including briefing and media materials in coordination with the supervisor; Assist Project Specialist on coordinating the fundraising activity to seek additional sources of funding for initiatives; Learn, exchange and coordinate communication and information strategies with relevant stakeholders and counterparts.ย
Assist projectโs knowledge management and dissemination: Provide support to Identify and synthesize best practices and lessons learned directly linked to project objectives and activities; Contribute to knowledge networks and communities of practice including corporate communications repositories; Assist in providing training for the project team on internal and external knowledge management; Assist in keeping the project page (country officeโs Intranet) up-to-date and free from unnecessary data; Ensure repository (e-versions) of all Knowledge products, programme documents produced within the programme lifecycle; Ensure visibility of project activities in social media and mass media; Contribute to ensure the substantive quality of all knowledge products, reports and services, as well as ensure their effective integration and compatibility with corporate practice areas; Prepare and publish news, newsletters, success stories and press-releases on the Project's activities and accomplishments for national/international printed and electronic media; Facilitate the process of arranging and organizing various workshops, seminars, round table discussions and working sessions aimed at discussion of interim results of the research and capacity building activities; Performing other duties as requested in the scope of the current position.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Communication Analyst works under direct supervision of the Project Specialist and collaborates with the project staff, national partners, other UNDP projects, UNDP CO programme and operations units to exchange information and satisfactory achievement of the assigned tasks.

Education:
Masterโs Degree inย Journalism, Communication, Sociology, or Public Relationsย or other related field is required, OR; Bachelorโs Degree in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Applicants with a Masterโs Degree in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโs Degree are required to have a minimum of two (2) years of relevant professional experience at the national or international level in media/communications organization, government institution, non-governmental organization or international organization.Requiredย Skills:
Proven track record of excellent analytical, writing, communications and advocacy experience. Experience in research, data gather and analysis. Experience in designing results-based action plans and results frameworks. Strong professional working capacity to use the information and communications technology, specifically including website design and desktop publishing software.
