The World Meteorological Organization (WMO) is seeking a dynamic and technically astute Cloud, Telecom & Security Officer to lead the charge in maintaining and optimizing our core ICT infrastructure. Based in the Platforms and Services Unit of the Digital and Technology Services (DTS) Section, this role is pivotal to ensuring secure, resilient, and cost-effective digital operations across the organization.
ABOUT THE ROLE
Under the supervision of the Head, Platforms and Services, the incumbent will perform the following duties:
a) Manage cloud environments, including infrastructure, services, and security configurations to support business operations by configuring, maintaining, and optimizing platforms such as Microsoft 365 and Azure; serve as the focal point for designing and managing cloud-related services across the organization;
b) Be responsible for the implementation, management, and optimization of cloud-based solutions by coordinating deployments, monitoring usage, and ensuring solutions meet performance, availability, and cost-efficiency goals;
c) Monitor and maintain the security of cloud platforms, user access controls, and data protection practices by using security tools, enforcing MFA, managing roles and permissions, and ensuring alignment with organizational policies; ensure the management of internal network, printers, DNS, server rooms, user management, authentication, and access control through routine maintenance and structured documentation;
d) Develop and implement policies and procedures related to cloud management, security, and identity management by drafting and updating protocols, conducting training, and ensuring adoption by relevant stakeholders;
e) Manage telephony systems and services, including VoIP solutions and integration with other communication platforms by overseeing configuration, monitoring service levels, and coordinating with service providers to ensure continuity and performance;
f) Ensure the deployment, management, and optimization of enterprise security tools by selecting and configuring solutions (e.g., antivirus, SIEM, firewalls), and act as the liaison with the Chief Information Security Officer (CISO), Security Operations Centre (SOC), and Incident Response Team;
g) Monitor, detect, and respond to security incidents by configuring alerts, conducting log analysis, initiating response protocols, and ensuring appropriate reporting to management and stakeholders;
h) Work with the rest of the team to ensure the secure integration of workplace technologies and cloud platforms by validating configurations, aligning with security best practices, and conducting joint testing and deployments;
i) Stay current with emerging trends and technologies in cloud computing, telephony, and cybersecurity by conducting research, attending relevant trainings or conferences, and recommending solutions or improvements to the team and leadership;
j) Participate in audits and compliance checks for security frameworks, cloud services, and telecommunication systems by preparing documentation, addressing findings, and contributing to policy updates; ensure secure integration of workplace solutions with cloud and security services by enforcing access policies and encryption standards;
k) Carry out other relevant duties as required. QUALIFICATIONS
Education
Master's degree or equivalent in computer science, information technology, cybersecurity, or a related field. A first-level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree.
Experience
A minimum of five (5) years of progressively responsible experience in managing cloud infrastructure, ICT operations, or security. Experience with Microsoft 365 administration, telephony systems (e.g., VoIP), and information security frameworks is required. Experience in international or UN environments is desirable.
Other requirements
TECHNICAL AND PROFESSIONAL SKILLS
- In-depth knowledge of cloud platforms, particularly Microsoft 365 and Azure.
- Proven experience with infrastructure and network administration, identity management, and telephony systems.
- Proficiency in implementing and managing security protocols and tools (e.g., endpoint protection, SIEM).
- Ability to troubleshoot complex technical issues and manage multiple systems simultaneously.
MANAGERIAL AND INTERPERSONAL SKILLS
- Strong planning and organizational skills with attention to detail.
- Effective communication skills to work with both technical and non-technical stakeholders.
- Capacity to work under pressure and respond swiftly to incidents.

OTHER DESIRABLE ATTRIBUTES
- Experience in the UN system or international public-sector environments.
- Familiarity with IT governance frameworks, security certifications, or platforms (e.g., CISSP, Azure Admin).

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The position is funded from the regular budget.
New appointments on fixed-term contract of one year or more shall be subject to an initial one-year probation period. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 70212
Annual post adjustment on initial salary is: US$ 62278 (in addition to the net base salary) Additional Information:
