Setting and ReportingThe United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. These positions are located within the United Nations Integrated Office in Haiti (BINUH) and will be based in Port-au-Prince, Haiti. The Close Protection Officer at FS-4 level, reports to the Team Leader or his/her designated representative for all matters relating to close protection. ResponsibilitiesWithin delegated authority and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties: โข Conducts close protection operations for Senior UN Officials. โข Remains within the proximity of the Senior UN Officials at all times and implements mitigating measures to preserve his/her security and safety. โข Remains vigilant and alert at all times due to potential threats to the Senior UN Official. โข Maintains an effective and efficient security coverage for the office and personal residence of the Senior UN Official. โข Conducts close protection operations in accordance with UNDSS Manual of Guidance and policies on close protection operations. โข Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required. โข Co-ordinates with local authorities during close protection operations. โข Conducts advance work and implement pre-established security arrangements. โข Contributes to pre-deployment briefings. โข Operates all close protection equipment and logistics to ensure its operational readiness. โข Assists in training sessions on close protection matters to keep abreast with current tactics and techniques. โข When necessary, supervises the Close Protection Unit drivers and Local Security Assistants in the performance of their assigned duties. โข Perform any other duties as required. EducationHigh school diploma or equivalent technical or vocational certificate. Job - Specific QualificationRelevant training in the UNDSS โRevisedโ Close Protection Officers Course (RCPOC) or Close Protection Officers Course (CPOC) valid certification is required. Completion of an international, national, or commercial close protection training is desirable. Successful completion of the UNDSS Emergency Trauma Bag certification is desirable. Equivalent paramedical or emergency medical training is an asset. Work ExperienceAt least six (6) years of progressively responsible experience in close protection with a national, private, or international security organization is required. At least one-year experience and exposure at the international level in a conflict or a high-risk duty station is required. Knowledge of Close Protection operations in a high-risk environment is required. Experience in close protection of one or more principals, static and mobile protection, close protection command post operations, close protection response techniques, and conduct of close protection training is desirable.
