Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. The UNEPโ€™s Latin America and the Caribbean Office is located in Panama City, Panama and has offices in Brazil, Jamaica, Mexico and Uruguay. The UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. In this context, to meet specific country needs and demands, the Country Office in Brazil has designed a programme portfolio focusing on three mutually reinforcing work streams crafted around three pillars: 1. Climate Change 2. Nature Action 3. Under the overall guidance of the UNEP Brazil CO Representative, the Climate Policy Lead is an integral part of the UNEP Brazil Office team and is responsible for supporting the relationship with national stakeholders, governmental and non-governmental organizations, identifying country needs and priorities by proposing new projects and opportunities that can lead to a more structured UNEP contribution to the country and its leverage to strengthen mitigation and adaptation public and private policies in more integrated and coherent path for the sustainable development. The Climate Policy Lead will be supervised by the UNEP Brazil Office Representative and will work at the House of United Nations in Brazil, in Brasรญlia, from Monday to Friday, 40 hours per week. Under the supervision of the UNEP Brazil Country Office Representative, the tasks and responsibilities of the Climate Policy Lead will include: โ€ข Collaborate with the development of the Brazil Country Programme, considering the UNEP Medium Term Strategy 2022 - 2025 guidelines and its related PoW, with the aim at nationalizing the work stream, including the drafting of a narrative to the Brazilian scenario on Climate Change Pilar. โ€ข Identify opportunities to develop new partnerships and new projects. โ€ข Review UNEP relevant documents and reports and incorporate main conclusions and inputs that fit into the UNEP work in the country; โ€ข Collaborate in technical discussions and prepare minutes of the meetings with partners. โ€ข Follow up on activities and studies conducted by national researchers, partner and non-partners institutions, as a way to be updated on science-based Climate Change knowledge produced in Brazil as key inputs for the national and international discussions and dialogues; โ€ข Implement an internal and national assessment of strengths, weaknesses, opportunities and threats for the Climate Change Action in Brazil, in accordance to UNEP Mid Term Strategy outcomes; โ€ข Maintain regular contact with UNEP Latin America and Caribbean Office Sub Coordinators, UNEP technical divisions to follow-up and keep the programme country portfolio in line with other global UNEP initiatives in the field. โ€ข Participate in workshops, seminars, meetings and other events, when requested. โ€ข Contribute with policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โ€ข Undertake survey initiatives, design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions. โ€ข Prepare various written outputs, e.g. briefings, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations. โ€ข Undertake outreach activities, conduct training workshops, seminars, make presentations on assigned topics/activities. โ€ข Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. โ€ข Contribute to the UNEP Brazil Country Office's engagement in the United Nations Sustainable Development Cooperation Framework (UNSDCF) by assisting in the prioritized environment topics. โ€ข Contribute to the identification and regular review of funding opportunities, potential donors and partners to implement the One UNEP plastics project in the LAC region. โ€ข Contribute to Ministerial Dialogues bringing in the UNEP approach and gathering input from these dialogues to UNEP proposals, and contribution to mainstream the plastics agenda within UNCTs and key stakeholders. โ€ข Coordinate the implementation of the โ€œBrazilian Cities Pathways to transition Beyond Oil and Gasโ€ Project, in coordination with the Ministry of Environment and Climate Change โ€ข Codevelop a national strategy for and lead the implementation the Global Cooling Pledge in Brazil, coordinating with the Cool Coalition team and government officials, and contribute to the global implementation drive Beat the Heat in Cities with COP30 Presidency and other relevant partners. โ€ข Contribute with UNEPโ€™s delegation in the road towards and during the UNFCCC COP30 meeting in Belรฉm, including liaison with government officials and internal teams. โ€ข Performs other duties as required. Qualifications/special skillsACADEMIC: โˆ’ Bachelorโ€™s degree in sustainable development, political science, economics, communications, natural resource management, ecology or related field is required. โˆ’ Post graduation course or Masterโ€™s Degree or Doctorate Degree in sustainable development, political science, economics, communications, natural resource management, ecology or related fields are desirable. PROFESSIONAL: - At least two (2) years of relevant professional experience in the field of climate advocacy, campaigns, climate policy or related area is required. - Knowledge on the current government of Brazil priorities to reach NDCโ€™s targets is desirable. - Experience and understanding of UN Approach on the triple planetary crisis is desirable. - Experience in working with the UN System and at international level is desirable. - Experience in working with multiple stakeholders and intergovernmental processes is desirable.
