About this position:
The Climate Change Division is looking for a Climate Change professional with background in environmental sciences, economics, natural resource management or relevant disciplines to work on the monitoring and technical activities related to the design, implementation, management and mainstreaming of climate change in programming in Belize and the Caribbean region.
Considering the 2015 Paris Agreement and the establishment of the Sustainable Development Goals, the Climate Change Division (CSD/CCS) partners with stakeholders within the IDB Group and across Latin America and the Caribbean to mobilize resources, implement programs, generate and disseminate knowledge, and help build institutions to achieve low-carbon and climate-resilient development.
To this end, CSD/CCS has been actively implementing and supporting the execution of climate change programs in Latin America and the Caribbean including programs to advance the Blue Economy and sustainability. The Bank is also collaborating on supporting Nationally Determined Contributions (NDC) updates in the region through the Bankโs NDC Invest platform and the mainstreaming of climate change into development planning.
The Climate Change Division is looking for a Climate Change professional with background in environmental sciences, economics, natural resource management or relevant disciplines to work on the monitoring and technical activities related to the design, implementation, management and mainstreaming of climate change in programming in Belize and the Caribbean region.
What youโll do:
- Supply guidance to the government in climate planning and policy to foster low-carbon and climate-resilient development in IDB operations in Belize.
- Analyze Belizeยดs climate-related development plans and strategies, including Nationally Determined Contributions (NDCs), climate Long Term Strategies (LTSs) and Biodiversity Action Plans (BAPs) to support its implementation and to identify financial and capacity-building priorities in Belize.
- Provide analytical inputs to IDB country strategic documents such as the Country Development Challenges (CDC) and Country Strategies (CS) for Belize.
- Contribute to managing all climate change mainstreaming activities in the CBL office, including ensuring all loans, guarantees, investments grants, and grants are consistent with the goals of the Paris Agreement.
- Support the Blue Economy programming in Belize in coordination with RND who leads a Blue Economy loan and other relevant divisions and seek new opportunities for dialogue and collaboration with other agencies, academia, and civil society in coordination with the Country Representative.
- Support the National REDD+ Strategy in coordination with RND, IDBLab and IDBInvest, and aligning it with the IDB portfolio.
- Support the design and implementation of different climate finance instruments (green bonds, result-based payments, carbon markets, etc.)
- Provide technical input to the design, preparation, and implementation of climate change-related operations and non-financial products across a variety of sectors in Belize that respond to countries and stakeholder needs.
- Participate in IDB projects including adaptation/mitigation components, providing inputs in the stages of design, structuring, and implementation.
- Collaborate and negotiate with stakeholders, executing agencies, and other IDB departments.
- Provide support to project teams in the application of the Joint MDB Assessment Framework for Paris Alignment and IDB Groupโs own implementation approach of Paris Alignment in its operations and linking this assessment with the potential for climate finance, green finance, and nature-positive investments.
- Support the team in advancing the agenda on sustainable development and climate change with stakeholders in government, private sector, civil society, and international development partners.
- Support regional climate change programming in the Caribbean by the Climate Change Division of the IDB.
- Take actions aimed at facilitating access to concessional multilateral and bilateral climate financing (CLIMA, GCF, CIFs, etc.).
- Support any other related activities required by the Climate Change Division of the IDB in Belize.
What youโll need:
- Education: Master's degree in environmental sciences, economics, natural resource management or relevant disciplines, execution and management of operations related to development and climate change.
- Experience: Minimum of five years of relevant professional experience or the equivalent combination of education and experience. Working or academic experience with issues related to climate change resilience and environmental sustainability will be strongly preferred. Experience with implementation of projects in Latin-America and the Caribbean region is highly desirable. Experience working with multilateral institutions and preparing projects including both for the public and private sector on climate change, ideally with international sources of climate finance is desirable. Must have an advanced understanding of climate change and sustainability issues in the Caribbean region. Must have an in-depth understanding of development and/or implementing Blue Economy projects. Must have an advanced understanding of climate and biodiversity financing.
- Languages: Fluent in English and being desirable also Spanish.

- Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
