The supervising engineer's contribution will result in: High-Quality Construction – all reconstruction works meet or exceed required technical, safety, security and quality benchmarks. Effective Oversight – consistent and transparent monitoring, verification against recommendations of the UN assessment team , and reporting on contractor performance and project progress. Timely Delivery – early identification and resolution of issues, minimizing delays and ensuring adherence to the project schedule. Accountability and Value for Resources – accurate certification of completed works and validation of contractor invoices, ensuring proper use of financial and material resources. Sustainable and Safe Facilities – the reconstructed building is operationally efficient, environmentally responsible, accessible, and provides a safe and secure working environment for UN staff and partners. Ultimately, the service ensures that the UN gains a fully functional, modernized building that supports the organization's mandate in Turkmenistan and strengthens its operational capacity in the country. Work LocationAshgabat, Turkmenistan Expected duration15 Oct- 31 Dec Duties and ResponsibilitiesThe United Nations Country team in Turkmenistan is committed to maintaining safe, functional, and sustainable facilities that enable staff and partners to deliver programs effectively. In support of this mission, reconstruction works are planned for the new UN building in Turkmenistan. The initiative aims to ensure the premises provide a modern, efficient, and secure environment, consistent with international standards, national regulations, and organizational requirements. The reconstruction process is expected to include upgrades to structural, architectural, mechanical, and electrical systems, as well as improvements in accessibility, safety, energy efficiency, and environmental performance. Due to the complexity and scale of these works, continuous professional supervision is required to guarantee compliance, quality, and accountability throughout the project cycle. The Engineer shall: 1. Pre-Construction Phase -Review technical drawings, bills of quantities (BoQs), specifications and recommendations contained in the report of the UN assessment team . -Participate in pre-construction meetings with contractors and the UN team. -Verify construction schedule, quality plan, and site logistics. 2. Construction Phase -Supervise daily reconstruction activities to ensure compliance with designs, codes, recommendations contained in the report of the UN assessment team and quality standards. -Monitor contractor's adherence to construction schedule and budget. -Inspect materials, equipment, and workmanship. -Ensure safety, security and environmental standards are followed. -Provide on-site instructions and approve minor technical adjustments if required. 3. Reporting & Documentation -Maintain daily site supervision logs. -Prepare weekly and monthly progress reports for the UN project management team. -Record and report any variations, delays, or issues. -Certify completion of key milestones and validate contractor invoices against work performed. 4. Post-Construction Phase -Participate in testing, commissioning, and final inspections. -Verify rectification of defects during the defects liability period. -Submit final completion and handover report. Qualifications/special skills- A first-level university degree (Bachelor Degree) in the field of architecture/construction/ engineering or a closely related discipline is required. -Advanced university degree (master's degree or equivalent degree) in the field of architecture/construction/ engineering or a closely related discipline is desirable. -At least 8 years of professional experience in the public or private sector in construction or similar fields is required. -Professional knowledge and skills in technology and organization of construction production is required. -Experience in maintaining special construction and repair documentation at the facility is required. -Reporting skills appropriate to the nature of the assignment is required. - Experience of work with UN agencies in Turkmenistan is desirable. Languages-Fluency in English, Russian, and Turkmen is required. Additional InformationNot available.
