Background

Emphasis on improving public services using technology and innovations, the Ministry of the Interior and Local Government (MILG) recognized the challenge of improving public service delivery in BARMM and to respond to substantial gaps in public service delivery at the local level, the MILG forged a partnership with UNDP for the Localizing e-Governance for Accelerated Provision of Services (LeAPS) Program.ย ย 

With the overall goal of โ€œBy the end of 2025, citizens have improved access to local government e-Servicesโ€, the LeAPS Program will harness the transformative power of data, digitalization, and people-centered governance to substantially improve the delivery of local public services, develop ICT capacity in civil servants and citizens and generate awareness, ease of use and, eventually, ownership of digital tools and processes, completing a journey towards digital transformation.

In this regard, the UNDP Philippines requires the services of a Civil Engineer, who shall provide overall technical expertise for the planning, designing, and supervising the civil works of the Digital Centers with Interactive Call Centers in the identified LGUs under the BARMM, including the MILG Digital Center and Data Center.

Duties and Responsibilities

The Civil Engineer will be directly responsible for the successful completion of the below set of tasks within project timeline:

The Civil Engineerโ€™s main task shall be to regularly supervise the Digital Centers construction activities. S/He ensures that the works are carried out in accordance with the contract documents, consistent with internationally and locally accepted engineering standards and practices. The Civil Engineer drafts appropriate guidelines and selection criteria for the engagement of construction firms, consultants, CSOs, and other service providers. S/He ensures that proposals are properly evaluated and makes recommendations to management. Coordinates with the LeAPS Program Manager and relevant project staff in preparing detailed engineering design and procurement plan. These services includes establishment and maintenance of contacts with counterparts and stakeholders. The Civil Engineer assists the LeAPS PMO in the examination of documents, supervision, and formulating opinions about modifications proposed by contractors. the Civil Engineer coordinates with government agencies/bodies in the identification and selection of relocation/resettlement sites. Upon site handover, the Civil Engineer shall manage, supervise, monitor, verify, and certify activities related to the handing over of the site. Ensures that the Digital Center Space Fit-out infrastructure interventions are carried out in accordance with work plans and quality assurance standards ensuring that the status of Digital Center Space Fit-out infrastructure deliverables is regularly reviewed against targets and reported to management and concerned entities for proper action. Monitors the implementation of Digital Center Space Fit-out infrastructure activities, identifies gaps, issues, and risks, and assists in addressing these as necessary. Perform a technical assessment encompassing ocular site inspections within the LGUs and ministries to develop a comprehensive work plan for the physical setup of digital centersย and interactive call centers. Monitor risks and possible mitigation measures identified in the SES report for the Digital Centers and interactive call centers, constantly identify potential social and environmental risks, assessing their significance and establishing the level of assessment and management required. Develop TOR and procurement strategy in conjunction with the Working Drawings package from the Architect, encompassing architectural and design drawings, specifications (including floor plans, sections, elevations, and details), as well as MEP drawings and specifications, covering mechanical, plumbing, low-voltage systems, and load schedules. Additionally, include LAN, data system, call center drawings, specifications, and access control systems, along with power system drawings and specifications, furniture layouts, and specifications. Incorporate the design and placement of signages (at least 1km from digital centers). Finally, engage in discussions with UNDP Procurement regarding the submitted TOR and procurement strategy. Develop a works execution time schedule. Provide a complete punch list during construction of space fit-out. Finalize the Working drawings package and BOQ together with the Interior Space Fit-out and Designer Analyst.ย 

The Civil Engineerโ€™s key functions and expected results are the following:

1.Ensures construction works are supervised and monitored.

Support UNDP in the supervision of other Individual Contractors, including but not limited to, construction contractors and other suppliers of goods and/or services Schedule and conduct progress meetings at which Contractor/sย can discuss jointly such matters as procedures, progress, problems and programming, record and distribute minutes reflecting decisions on issues raised and keep UNDP informed on critical matters orally and in writing.ย  Provide regular monitoring of the program as construction progresses.ย  Identify potential variations between program and probable completion dates and submit monthly update of estimated project budget based on the site data.ย  Review schedule for work not started or incomplete and recommend to UNDP and contractor adjustments in the schedule to meet the probable completion date.ย  Provide summary reports of each monitoring and document all changes in schedule.ย  Determine the adequacy of the contractorโ€™s personnel and equipment and the availability of materials and supplies to meet the program. Recommend courses of action to UNDP when requirements of a contract are not being met.ย  Maintain cost accounting records on authorized work performed under day works, actual costs for labor and material, and any other costs requiring accounting records. Observe work performed by the contractor for compliance with the drawings, specifications, contract documents and acceptable engineering practices. Act, as appropriate, to urge the Contractor to carry out acceptable corrective measures where and when required.ย  Testing and approving construction materials and equipment before being used in the work.ย  Direct the contractor to provide representative samples of materials to be utilized in the works and where required, submit them to the designated Laboratory to test for compliance with quality standards and technical specifications.ย  Observe tests and notify UNDP and the contractor in writing of acceptance or rejection of materials or equipment tested. When appropriate, direct the contractor to take necessary action to remove, replace or correct work which does not comply with the contract documents and withhold payments for such work until the appropriate corrective actions are taken and the work is completed to the consultantโ€™s satisfaction.ย  Conduct regular measurements of quantities of work performed by the contractor.ย  The formal and substantial supervision of the invoices (for interim and final invoices) of the contractor and check the appropriateness of the works completed and to be accounted for.ย  Maintain comprehensive construction progress photo albums. Photos shall be shot by the Contractor on a regular monthly basis or shorter intervals as deemed prudent. Each photo shall be identified as to location, activity/subject matter, date, time, and photographer.ย  Perform final inspections of each component of the work for compliance and prepare a list of outstanding works prior to Taking-Over.ย  Witness all final performance tests and prepare completion certificates and acceptance documents for all completed works.ย  Inspecting and supervising construction of all works and installations to ensure compliance with documents and drawings.ย  Receive, review, and ultimately approve the following specific submittals: shop drawings, operating and maintenance manuals, safety program and procedures, startup procedures, instructions, schedules, guarantees, bonds, and certificates of inspection which are to be provided by the contractor in accordance with the contract documents.ย  Review and approve proposed installation and commissioning procedures.ย  Coordinate and inspect the work of individual sub-contractors.ย  Maintain job diaries, drawing register and other records.ย 

2. Support implementation of construction work of the Space Fit-out.

Support in any government related licensing required for the Digital Center Space Fit-out;ย  Maintain project construction records and issue correspondence, certificates, notices, and instructions on behalf of UNDP to the contractor as may be required by the provisions of the construction contract documents.ย  Review and certify Contractorโ€™s progress payment requests and accompanying support backup data and schedules.ย  Verify amounts due to the Contractor based on the on-site observations and Contract requirements.ย  Certify, in writing, to UNDP payments to be made to the Contractor with all required support documentation including progress reports, photographs and so forth.ย  Withhold payment for any work which has been rejected or any work which is not in compliance with the contract documents.ย  Issue certification of substantial completion on completed construction contract.ย  Review and certify the request for final payment submitted by the contractor at the completion of construction under contract.ย  Review the calculations for the final payment due to the contractor accounting for all guarantees and retainage in accordance with the actual work performed following conclusion of such and although UNDP-Consultant contract would have physically expired.ย  Identify any Change/Variation Order as being issued under one at the following categories:ย 

Variations which alter, amend, or delete items contained in the Contract and which variation does not alter the Scope of the Works and is not charged against contingencies and which does not increase the contract value.ย  Variations which may increase the Contract value, requiring the commitment of additional funds.ย  Manage all claims, activities and provide expert advice regarding the handling of the claims made.ย  Providing the UNDP with cost estimates for additional works and participate as an advisor to the UNDP in contract negotiations with the contractor on additional works; and make recommendations to the UNDP on rates for new works.ย  Review the construction contractorโ€™s Critical Path Method (CPM) construction schedule for contract and monitor schedule compliance.ย  Receive and catalog all samples, drawings, testing results, instructions, manuals, certifications, and the correspondence submitted by the contractor.ย 

3. Ensures collaboration with relevant institutions involved in the engineering/ construction processes.

Coordinate with the end-user and other parties identified by UNDP related to the implementation of projects;ย  Attend meetings on behalf of UNDP, organize technical meetings with Contractors and Consultants;ย  Coordinate and arrange for any follow-up meetings with key stakeholders as required.ย  Support in progress reporting on project Construction Work for UNDP internal use and for donors and/or partners.

Institutional Arrangement

The duty station is in Cotabato City, Philippines. Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships Programme while day-to-day supervision shall be performed by the LeAPS Program Manager with oversight from the Programme Analyst.

Required Skills and Experience

Educational requirements

Advanced university degree (Masterโ€™s degree) in Civil Engineering or related field is required.ย 

A first level university degree (bachelorโ€™s degree) in area mentioned above in combination with an additional fourย  (4) years of qualifying experience will be given due consideration in lieu of advanced university degree.ย 

Years of relevant work experience

Minimum of two (2) years (with a Masterโ€™s degree) or four (4) yearsย  (with Bachelorโ€™s degree) of relevant experience in preparation, implementation and monitoring of technical/(re)construction projects is required.ย ย 

Completed at least two (2) infrastructure projects as civil engineer is required.

Desired knowledge and skillsย 

Knowledgeable in design and plan preparation, quantity and cost estimation, and construction supervision and contract management are an advantage.ย 

Relevant work experience with international non-government organizations, bilateral and multilateral donors, and government organizations, along with previous experience in international organizations and familiarity with Official Development Assistance (ODA) projects is desirable.ย 

Project management experience is an asset.

Experience in undertaking UNDP SESP (Social and Environmental Screening Procedure) projects or similar initiatives related to social and environmental assessment is desirable.

Required Language(s)

Fluency in spoken and written English and Filipino is required
