Background

The United Nations Development Programme (UNDP) is the UNโ€™s global development network, working in around 170 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic and social reforms and promote development. In the programmatic period 2021-2025, United Nations Sustainable Development Cooperation Framework will guide the work of authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN). Commitment to work together and achieve priorities in BiH is expressed by: The 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs), future accession to the European Union, Economic Reform Program of Bosnia and Herzegovina 2023-2025, and the human rights commitments of BiH, including other agreed international and regional development goals, and treaty obligations and conventions.

Support to Immediate Recovery from the 2024 Floods in Bosnia and Herzegovina represents an EU funded intervention, designed to provide immediate response to needs of the population in local communities in BiH directly affected by the natural disaster declared in October 2024.ย 

The project will operate in affected governments in BiH in helping them effectively and sustainably recover from the event, through rehabilitation and/or (re)construction of housing units and public facilities, rehabilitation and/or (re)construction of small-scale community infrastructure and support to agricultural producers and MSMEs in restoring their businesses.

Under the direct supervision of the Project Manager the Civil Engineer will provide support services ensuring high quality, accuracy, and consistency of work. S/he will be responsible for technical and logistical assistance to Project Manager and Project Team while implementing activities under the Support to Immediate Recovery from the 2024 Floods in Bosnia and Herzegovina project.

The incumbent will be based in UNDP BiH office in Sarajevo.

Duties and Responsibilities

Conducts field visits and prepares assessment of construction interventions.

Conduct field visits to the specific locations requiring technical assistance and based on performed assessment, provide recommendations for further interventions;ย  Oversee the selection process and development of technical specifications; Prepare Bill of Quantities (BoQs) and supporting technical documentation for construction interventions where needed.

Reviews and assesses technical design documents for construction interventions.

Review of technical documentation (drawings, technical descriptions, calculations, Bill of Quantities, cost estimates, geotechnical elaborates and other design documents); Ensure that the principle of \"build back better\" is included into technical documentation. This approach emphasizes not merely restoring damaged systems but improving them to withstand future shocks; Monitoring and quality assurance of the design process in close cooperation with design companies and consultants; Preparation of Terms of References (ToRs) and Requests for Proposals (RFQs) for project design and revision services.

Provides effective support throughout all stages of tendering processes.

Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project; Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project and specified by the Project;ย  Ensure that necessary supporting documentation is in place prior to issuance of tender; Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidderโ€™s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements; Analyze measures, quantities and description of each item in the offers against the advertised BoQ; Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and market prices.ย 

Monitors and supervises construction works

Perform number of monitoring field/on-site visits, upon engagement of a construction company (introduction of construction companies to the site, regular field visits during execution of the works, technical acceptance); Ensure the implementation of good practices, including provisions dealing with quality assurance, transparency, and accountability; Ensure that technical documentation on construction sites is maintained in accordance with relevant laws and standards and contract for works;ย  Ensure that quality of the works and quantities of in-built materials are in line with the contracted BoQ; Ensure that professional supervision services are provided in accordance with relevant laws and standards; Sign off the taking over certificates upon completion of all construction works in each project; Verify payment certificates issued by the Contractors.

Provides general office support

Assist in the management of logistical support to the project; Prepare and maintain status and monitoring reports for the construction interventions implemented by the project; Prepare amendments to the contracts for construction works, keep records on bank guarantees and implementation deadlines; File and archive documents related to implementation of construction projects; Prepare handover packages to the partners and beneficiaries in line with internal UNDP procedures.

The incumbent performs other duties within their functional profile as deemed necessary for functioning of the Office and the Organization.

Institutional Arrangement

The incumbent will report to the Project Manager.

Required Skills and Experience

Education:

Masterโ€™s degree in Civil Engineering from a recognized university is required. OR Bachelorโ€™s degree in above field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Official professional certification in the Civil Engineering is an advantage.ย 

Experience:

Applicants with a masterโ€™s degree in a relevant field of study are not required to have professional work experience.ย  Applicants with a bachelorโ€™s degree are required to have a minimum of two (2) years of relevant professional experienceย in the relevant field of civil engineering.

Required Skills:

Excellent computer skills with the ability to effectively utilize information technologies as tools and resources; Professional experience in (re)construction of public buildings and infrastructure; Experience in working in complex and large infrastructure and/or civil works, particularly in the field of technical documentation development as well as construction supervision; Good knowledge and understanding of the Entitiesโ€™ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes.

Desired Skills:

Experience inย disaster risk reduction, climate change and Sendai Framework for Disaster Risk Reduction 2015-2030 will be considered an asset; Hazard Identification: Experience in work with natural hazards such as floods, flush-floods, landslides and earthquakes are an asset; Risk Analysis: Experience in assessing vulnerabilities and potential impacts of natural hazards on infrastructure is an asset;ย  Excellent and proven experience in dealing with contractors and local partners is desired;ย  Experience within the area of preparation, implementation and monitoring of (re)construction projects; methodological and calculation skills is an asset;ย  Experience working in an international setting will be considered an asset.

Required Languages:

Fluency in English and one of the national languages (Bosnian/Croatian/Serbian) is required.ย
