Org. Setting and ReportingThis position is located within the United Nations Disengagement Observer Force (UNDOF). The Chief of Operations and Resource Management (ORM) will be based in Camp Faouar, Syria and reports directly to the Chief of Mission Support. ResponsibilitiesWithin delegated authority, the Chief Operations and Resource Management will be responsible to bring together strategic and cross-cutting mission support functions with a view to ensuring coherence in forecasting, performance monitoring, planning and coordination related to operational and resourcing activities. The position performs the following duties: โ€ข Provides overall guidance, support and oversight for the effective management of the following functions and components: Field Technology Unit (FTU), Mission Support Centre (MSC) Engineering Unit (ENG), Medical and Sector/Regional Offices where applicable โ€ข Assists and supports the Director or Chief of Mission Support in providing strategic direction to the above components for the effective fulfillment of the mission support strategies and plans โ€ข Ensures the development, preparation, coordination and monitoring of strategies and work plans for the administrative activities under the scope of responsibilities and takes the lead in securing the required, logistic and technological resources to achieve them โ€ข In cooperation with other offices of the Mission, plans and forecasts staffing, financial, logistics and technology requirements of the Mission โ€ข Liaises directly with UN headquarters offices to ensure mission planning and resource allocation is aligned with headquarters priorities, guidance and policy โ€ข Effectively leads, coordinates and directs all aspects of the Operational Resource Management pillar as follows Information and communication technology: โ€ข Oversees the development and delivery of robust and reliable information and communication technology (ICT) services in support of the mission's mandate implementation โ€ข Facilitates the implementation of innovative and intuitive technology solutions that enhances work across mission pillars and facilitates technological problem solving and decision making at all levels โ€ข Manages the mission information security and its incident response plan Mission Support Centre: โ€ข Oversees the development and delivery of timely, coordinated and efficient logistics support planning by Mission Support Centre to all components of the mission for operational priorities and key project implementation Sector or Regional Offices: โ€ข Oversees the coordination of all operational and resourcing activities of regional offices to ensure their timely set up and provision of human resources, financial and information technology support required for the fulfilment of the mandate of the regional office Engineering Unit โ€ข Oversees the resources for all the projects of the civilian and military engineering support operations. โ€ข Oversees and approves designs of major structures, facilities, systems and activities such as buildings, roads, waste disposal systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, and related structures and activities in the field needed for the logistics support. โ€ข Oversees the coordination with national and international officials to ensure adequate exchange of information for the provision of Engineering support to formed military contingents, civilian staff and civilian police within the mission. Medical โ€ข Oversees plans for medical services in the mission as outlined in the Medical Support Manual, including mass casualty plans, medical evacuation plans and procedures, and relationship with any external healthcare providers. โ€ข Oversees budgets and controls finances, ensuring optimum and rational use of resources. โ€ข Oversees procurement of drugs, medical equipment, consumables and medical supplies.
