Setting and ReportingThis position is located in the Analytics and Project Management Service, Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). ResponsibilitiesWithin delegated authority, the Chief of Service will be responsible for the following duties: โ€ข Leads and provides vision in the area of business transformation and continuous improvement. Identifies opportunities to modernize and innovate and oversees related project and change management initiatives. โ€ข As part of continuous improvement, ensures the Division is leveraging the benefits of generative AI to deliver more effective and efficient working practices. โ€ข Proactively identifies opportunities to modernize and transform business practices. โ€ข Provides a robust project management capacity to support business transformation. โ€ข Guides the identification of key performance indicators to: inform the work of individual managers; report to senior management, members states and other key stakeholders; and inform the work of other teams of the Division. โ€ข Oversees the mining and analysis of data from enterprise systems and other sources, using innovative approaches, and the provision of trend analyses and other analytical reports to senior management, individual departments/missions of the UN Secretariat and the legislative bodies. โ€ข Provides leadership for the development of analytical and data visualization products and tools, such as reports and dashboards, to support evidence-based decision-making, compliance monitoring, and performance reporting as well as to inform policy formulation and business transformation. โ€ข As part of a continuous organizational improvement process, leads business transformation initiatives to cultivate modernization and innovation throughout the Secretariat. โ€ข Ensures that the Service serves as a think tank for project and change management and that transformation projects are designed, consulted, communicated and implemented according to best practice. โ€ข Leads, supervises and carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different work units under the Service and with other entities and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts and products prepared by others. โ€ข Formulates and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate. โ€ข Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate. โ€ข Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. โ€ข Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. โ€ข Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. โ€ข Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. โ€ข Recruits staff, taking due account of gender and geographical distribution balance. โ€ข Manages, guides, develops and trains staff under his/her supervision. โ€ข Fosters teamwork and communication among staff in the Service and across organizational boundaries. โ€ข Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. โ€ข Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. โ€ข Represents the Service at international, regional or national meetings. โ€ข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Experience in large complex international organizations and change management is required. Experience in leading and managing large teams in a multicultural environment is required. Experience with the UN system or similar international organizations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
