Setting and ReportingThe mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAPโs role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is the Chief of the Financial Management and Operational Support Section (FMOSS) located in the Division of Administration (DA). The incumbent will manage the section and reports to the Director of Administration. ResponsibilitiesUnder the direct supervision of the Director, Division of Administration. The incumbent is required to perform the following functions: 1. Plan, organize and coordinate the work of the FMOSS and supervisors responsible for portions of the finance programme; monitor achievement of objectives. 2. Undertake special reviews of operational objectives and related financial policies and procedures affecting the Organizationโs accounting and financial systems. Take the lead in designing and implementing required changes. 3. Provide authoritative advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the United Nations Financial and Staff Regulations and Rules, administrative instructions. 4. Direct the development, installation, and implementation of new accounting systems and other information technology systems such as the ERP roll out. Evaluate the efficiency, performance and enhancements of these systems. 5. Review all accounts in order to ensure their accuracy and completeness; plan and coordinate with parties concerned on month-end and year-end activities; provide advice and corrective actions, and any necessary adaptations of financial statements, schedules, and accounting reports for internal management purposes, and for inclusion in the audited financial statements presented to the General Assembly. Coordinate with clients and UN Headquarters on all matters relating to financial operations. 6. Act as the ESCAP focal point for internal oversight and DA focal point for budget; coordinate the information and comments to observations/reports from all offices; ensure full implementation of the accepted audit recommendations; and ensure effective budget preparation for DA. 7. Lead financial resources change management process improving the effectiveness and efficiency of existing business processes; provides on-going guidance and direct Umoja and International Public Sector Accounting Standards (IPSAS); identify issues and provide recommendations for the effective planning for IPSAS and the future Umoja at ESCAP. 8. Act in local boards/committees/task forces as directed by the Director, DA. 9. Perform any other relevant duties, as and when required. EducationAdvanced university degree (Masterโs degree or equivalent) in business administration, finance, accounting, or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable. Work ExperienceA minimum of 10 years of progressively responsible experience in international accounting systems and financial operations management, including in supervisory roles, in an international organization is required. Experience in the application of International Public Sector Accounting Standards (IPSAS) as well as implementation of an Enterprise Resource Planning (ERP) system are required. Experience with the UN Financial Regulations and Rules and related accounting systems is desirable. Experience in the United Nations Common System or similar is desirable. Experience in leading change management reforms projects related to financial and/or operational efficiencies at the organizational level including through innovative solutions, as well as experience with the Secretary-Generalโs efficiency agenda such as the Business Operations Strategy (BOS), Common Back Office (CBO) and Common Premises (CP) is desirable. Two or more years of experience in data analytics or related area is desirable. Experience in leading the provision of administrative services to a diverse range of clients with a focus on service management monitoring and evaluation, including a minimum of two years leading UN interagency initiatives, is desirable.
