Summary: The Climate-Resilient East Atlantic Flyway (CREAF) project is a large-scale, multi-country conservation initiative along the East Atlantic Flyway, working with local communities, site managers, researchers, and policymakers along the Atlantic Coast of West Africa to improve wetland conservation for the benefit of migratory birds. Whilst websites exist that showcase existing work by various organisations and partners along the flyway, there is a need for a shared EAF website that can act as an information hub, include interactive elements, provide spaces for flyway partners to promote their work equitably, and can be extended with additional elements later on. Purpose: To create a fully functional, secure, multilingual website framework using existing information and partner that can be launched as a standalone website by mid-December 2025.
1. Background
The East Atlantic Flyway is a vast area that covers all sites used by millions of migratory waterbirds throughout their annual life cycle. It connects breeding areas in the Arctic and Europe with staging and nonbreeding sites along the western coast of Europe and Africa all the way to South Africa. The new website must complement partner and East Atlantic Flyway member communications and provide a central, authoritative online reference point for the East Atlantic Flyway. Therefore, it must:
โข Communicate the vision, scope, and impact of EAF flyway conservation.
โข Provide an engaging, interactive interface for the public, donors, journalists, and partner institutions along the East Atlantic Flyway
โข Offer a downloadable resource centre (documents, reports, tools, media kits and training resources) โข Host a password-protected partner portal (for internal laboration)
โข Enable newsletter sign-up, contact s, and possible blog comment moderation
โข Be scalable and future-proof for future modules (e.g., interactive maps, e-learning content, etc.)
2. Scope of work and key tasks
The ed contractor will design, develop, and deliver a Multilingual (English/French/Portuguese) website for the East Atlantic Flyway under the IKI CREAF project. The site will act as the main public hub for information, resources, and news related to the flyway. CWSS seeks a developer with top-tier technical, UX/UI, and content capabilities to deliver a secure, interactive, scalable, and visually strong platform, similar in scope to leading environmental organisations.
The website will serve as the digital home for the conservation of the East Atlantic Flyway, communicating vision, scope, and impact, while providing public engagement tools and partner resources.
Phase 1ย deliverables should cover the minimum viable product for launch by mid-December 2025, including all essential features described in Annex 1. Depending on continued funding of the project, a second phase is foreseen from January to April 2026.
Phase 2ย features will be communicated to and further developed with ed consultants.
Please note, it is important to ensure the site is optimised for low-bandwidth environments commonly found along the flyway, particularly in remote project areas. Suggestions include compressed images, lazy loading, and limited heavy s.

Web Architecture & Strategy Work with CWSS to plan full site architecture, content hierarchy, and user journeys (see Annex 1 for CWSS' initial ideas on this).Develop a scalable, modular structure for pages, posts, content types, and taxonomies.2. CMS Expertise
Build in WordPress or Drupal 10 with multilingual configuration (EN/FR/PT).Develop custom themes, integrate plugins/modules, and extend CMS functionality as needed.3. Front-End Development
Create a responsive, cross-browser compatible design using 5, CSS3, JavaScript, and Bootstrap.Apply advanced animations and interactive UI elements.Ensure compliance with WCAG 2.1 AA standards.4. Back-End Development

Budget The overall budget available is โฌ20,000, including VAT, with an estimated 15.000โฌ to be spent in Phase I and 5.000โฌ for Phase 2. Consultants are asked to prepare a budget for Phase I (Annex 1), keeping in mind that additional, more advanced developments shall take place in Phase II.
Applicants should provide a detailed budget, indicating costs for each deliverable and what this includes e.g., design, development, content integration, hosting, training, and post-launch support. Tender fees should be fully inclusive of staff time, external services, overheads, and materials. No travel costs apply.
If the consultant cannot fulfil all that this call for tender has laid out within the budget range, CWSS encourages you to submit a proposal that does fall within this range and clearly outlines which key tasks you would be able to fulfil in Phase I.

Proposed fees: Please outline your billing methodology: Average rate per day/hour and/or any other pertinent fee structures. Working hours and costs in total (allocated by task as described under 2.). Indicate VAT.
Relevant qualifications of the firm (max. 2 page): Outline experience in carrying out similar assignments (including references of previous projects/websites). Please also confirm availability and capacity for this project
