Introduction

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Urban Basic Services Section of UN-Habitat is mandated to improve the access to urban basic services, including sustainable solid waste management by collecting data on municipal solid waste management, improving policies and guidelines in partnership with local, regional and national authorities, creating an enabling environment for promoting investments in sustainable waste management with a focus on the urban poor and increasing coverage of sustainable waste management services in communities.

African Clean Cities Platform

The African Clean Cities Platform (ACCP) is a knowledge and good practice sharing, and investment promotion platform, though focusing on the African continent with the aim to realize clean and healthy African countries and cities by 2030. It was established in April 2017 jointly by the Ministry of the Environment of Japan, the Japan International Cooperation Agency (JICA), the United Nations Environment Program (UNEP), UN-Habitat and the City of Yokohama. Currently 175 cities in 47 countries in Africa are participating. UN-Habitat is hosting the ACCP secretariat and supporting member cities in the assessment of MSW management data and development of bankable projects by connecting its members and potential donors interested in investing in municipal solid waste intervention in Africa.

The Solid Waste team at Urban Basic Services Section is responsible for municipal solid waste management activities of UN-Habitat and leads on the UN-Habitatโ€™s flagship programmes on waste management including ACCP. As a custodian agency of the Sustainable Development Goals (SDGs) indicator 11.6.1, UN-Habitat developed the Waste Wise Cities Tool (WaCT), an assessment and monitoring methodology of the municipal solid waste management system of a city, based on SDG indicator 11.6.1.

Description of the Assignment

UN-Habitat is seeking 2 technical partners; (1) operational activities and (2) normative activities for the following tasks related to ACCP, through expressions of interest (EoI):

Technical Partner for Operational Activities (Implimenting Partner):

Support ACCP member cities in WaCT application including the Data Collection Application, Waste Flow Diagram, and draft of City Profile Report

Organize and facilitate regular events with ACCP members, e.g. webinars, brown bag, roundtables, etc. in preparation for the 4th ACCP Assembly;

Expansion of the ACCP network (City, Country and Associate Members) in African continent;

Support in photo shooting and video filming of ACCP membersโ€™ on-the-ground activities, virtual tour of facilities, etc.

Work closely with the knowledge creation partner and the solid waste team.

Technical Partner for Normative Activities (Knowledge Creation Partner):

Overall quality control of the WaCT data and Waste Flow Diagram data including data validation support and City Profile Report finalisation;

Support member cities in Municipal Solid Waste Management strategy development, action plan formulation, and implementation of the plans

Support member cities in development of sustainable MSW financing system

Support in development of e-learning module of controlled landfill.

Provide trainings to solid waste team on all knowledge products including quality control of data

Work closely with the application partner and solid waste team.

Detailed assignments will be guided by the team. Further, the implementing partner may be a not-for-profit organization, government or public institution, university or research institution. The duration of the partnership will be 12 months. The maximum amount is USD 36,000.

A party wishing to express its interest to become an implementing partner of UN-Habitatโ€™s waste management, must submit an Expressions of Interest. The EOI should contain, but not be limited to the following:

The overall background of the institution particularly about capacity and past works in municipal solid waste management and works in collaboration with UN agencies;

The support/ contribution the organization is willing to make including, cash and in-kind;

The support expected from UN-Habitat.

Governance and organizational structure; experience and qualifications of key professional staff and infrastructure facilities of the organization;

A certified true copy of the original Audited Account Statement for the last two years; and latest annual report.

UN-Habitat Contribution

Upon selection, UN-Habitat will enter into an Agreement of Cooperation with the selected entity with a maximum value of US$36,000. UN-Habitat will contribute financial resources as needed and within limits for the content development towards this Agreement of Cooperation. The work outlined in this EOI is scheduled to commence in January 2024.
