The Organizational Setting
The Aviation Security Policy (ASP) Section of Aviation Security and Facilitation (ASF), Air Transport Bureau (ATB), is responsible for policy development related to the security of the international air transport system, including developing and updating Annex 17 โ Aviation Security, managing the work programme of the Aviation Security (AVSEC) Panel and its working groups, managing the continued development of aviation security guidance material including Doc 8973 โ Aviation Security Manual, Doc 10084 โ Risk Assessment Manual for Civil Aircraft Operations Over or Near Conflict Zonesย and Doc 10108 โ Aviation Security Global Risk Context Statement; and providing support to the Assembly, the Council, and the Aviation Security Committee (ASC). ย
The ASP Section is also responsible for policy development with regard to aviation cybersecurity in international civil aviation, including:ย ย
- developing and updating the Aviation Cybersecurity Strategy and the Cybersecurity Action Plan;ย
- managing the work ofย the Cybersecurity Panel and the Ad Hoc Cybersecurity Coordination Committee (AHCCC);ย ย
- developing aviation cybersecurity guidance material;ย ย
- ensuring the international air law framework is adequate to address cyber-attacks against civil aviation;ย ย
- raising awareness in different fora on the importance of addressing cybersecurity in civil aviation;ย ย
- supporting aviation cybersecurity discussions on the national, regional, and global levels; andย
- developing aviation cybersecurity capacity building and implementation support initiatives for States and the wider aviation community. ย
In addition, the ASP Section is responsible for fostering cooperation on security matters with other United Nations agencies and international bodies. Among the many entities with which the ASP Section coordinates its work are the UN Counter-Terrorism Committee Executive Directorate (CTED), International Air Transport Association (IATA) and Airports Council International (ACI). ย
The incumbent reports to the Aviation Cybersecurity Officer of the ASP Section, from whom he/she seeks advice and guidance on assignments and provides support to the other staff and Consultants. It is expected that the incumbent works autonomously, consulting and collaborating with other ASP staff and with staff of different ICAO Bureaux, as necessary. The incumbent works closely with the Global Aviation Training (GAT) section in order to follow ICAO Training Policies, methodologies and processes.ย
Major Duties and Responsibilities Function 1 (incl. Expected results):ยDevelop the ICAO aviation cybersecurity training programme, achieving results such as:ย ย
- Review, in coordination with the GAT and ISD-SEC, the ICAO Aviation Cybersecurity Training Roadmap to provide a clear direction, goal, objectives, learning outcomes, and course development schedule for ICAO aviation cybersecurity training development.ย
- Review existing training material, and develop new training material according to the updated roadmap, taking advantage of the guidance developed by the Cybersecurity Panel and of the ICAO Cybersecurity Action Plan;ย
- Identify the necessary requirements to develop and deliver aviation cybersecurity training, including trainer competencies for each course, necessary knowledge-skills-attitudes, assessment, trainer certification process and requirements, and quality control processes;ย
- Collaborate with the GAT for the development of ICAO Aviation Cybersecurity Implementation Package (iPack); andย
- Develop aviation cybersecurity training modules for ICAO Regional Officers to allow them to support States and stakeholders in implementing the provisions of the ICAO Aviation Cybersecurity Strategy and the associated Action Plan;ย
- Deliver aviation cybersecurity training courses developed, as requested and as per ICAO instructorsโ qualification process.ย Function 2 (incl. Expected results):ย
Assist in developing the work of the Cybersecurity Panel (CYSECP), achieving results such as:ย
- Support supporting the planning and organization of the work programmes of the CYSECP ;ย
- Contribute to the aviation cybersecurity training programme guidance developed by the Cybersecurity Panel and its working groups;ย ย
- Develop documentation and Secretariat papers for the meetings of these entities; andย
- Produce meeting reports and timely dissemination of effective statements and presentations of outcomes to other relevant ICAO bodies. Function 3 (incl. Expected results):ย
Perform other duties as assigned. Qualifications and Experience Education
An advanced-level university degree (Masterโs degree or academic equivalent) in a field related to aviation, cybersecurity, information technology, engineering, computer science or other related discipline, is required.ย
A first-level university degree in combination with two (2) additional years of qualifying experience in aviation, security, information technology, engineering, computer science, or related field, may be accepted in lieu of the advanced university degree.ย
An educational background or a university diploma in educational technology is desirable. If this is not the case, the incumbent will need to complete the ICAO Training Developers course and Training Instructors course.ย Professional experience

- Five years or more of experience or more in the development of guidance and training material, preferably related to cybersecurity training programmes in civil aviation.ย

Conditions of employment
It should be noted that this consultancy is to be filled for an initial period of eleven (11) months with the possibility of an extension. This is a full-time position.
Please note that the daily rate for Band C varies from CA$ 402 to CA$ 578.
