Organizational Setting and Reporting Relationship
The position of Auditor General is assigned to the Office of the Auditor General (OAG). You will be based at our Headquarters in Manila, Philippines.
You will report to the President and will oversee assigned international and local staff.
The Auditor General will be appointed for a term not exceeding three (3) years, which may be renewable once (subject to any changes in the Terms of Reference for the Office of the Auditor General).
Your Role
As an Auditor General, you will (i) lead and manage OAG activities as provided in the following section. The Auditor General reports directly to the President with oversight by the Audit and Risk Committee (ARC) of the Board of Directors. You will be responsible to both the President and the ARC. You will be positioned at a senior level in the organization with authority and status to bring matters directly to Management and escalate matters to the Board without interference.
You will:
a. Functional Leadership and Management

Develop a work plan that is risk-based and aligned with ADB's overall strategic direction.
Perform assurance and advisory activities, economically, and in conformance with the internationally accepted professional standards.
Report, at least biannually, to the President and the ARC on the delivery of the work plan, including results of recent assurance and advisory engagements implementation progress of high-risk corrective actions, and other activities of OAG.
Inform the President and the ARC of any significant audit findings on a timely basis.
Establish internal audit procedures designed to guide the internal audit activity including a quality assurance and improvement program.
Develop and maintain the technical competency of the internal audit function through a structured learning program for OAG staff to support the acquisition of necessary skills.
Coordinate its work plan and results, with the external auditors, the Office of Anticorruption and Integrity, the Independent Evaluation Department, the Office of Risk Management, and other control and monitoring functions to support the provision of internal audit coverage to ADB at a reasonable overall cost.
Disseminate knowledge gained through internal audit activity with teams and Management members to promote organizational learning.
Collaborate with other multilateral financial institutions, United Nations organizations, and other development organizations to exchange leading practices.
b. Resource and Staff Management
Analyze resource requirements to deliver the OAG's mandate and work plans, communicate them with the President and ARC, and use the budget.
Create and lead diverse teams and ensure the quality of its work.
Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
Provide mentoring to team and individuals and ensure their ongoing learning and professional development in internal audit and latest data/digital technology.
Qualifications
You will need:
Master's degree, or equivalent, in law, business administration, accounting, finance, economics, or related fields; or University degree in law, business administration, accounting, finance, economics, and combined with at least 10 years specialized experience in related organizations may be considered in lieu of a master's degree. Experience leading the internal audit operations of a large organization in financial institutions, with experience in development finance an advantage. At least 20 years of relevant experience and demonstrated technical competence in internal and external auditing, risk management or finance; professional designation in a relevant field (e.g., CIA, CISA, CPA, CFA, etc.) is desirable. Experience working with Management, Board of Directors, staff and external counterparts. Experience implementing advanced data analytics and digital technology in internal audit. Written and verbal proficiency in English. Sound planning, managerial and administrative skills together with skill in partner engagement and conflict resolution. Experience leading and guiding a professional group of internal auditors with diverse skills. International experience working in several countries.
