The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Corporate Protection Services Division (CPS), Corporate Security Unit (SECURITY) at its headquarters in Luxembourg, two (Associate) Security Officers*.

*Internally referred to as (Associate) Officer Facilities Management

These are full-time temporary positions at grade 4/5

The term of this contract will be 3 years.

Panel interviews are anticipated for May 2024

Purpose

You will coordinate and provide personal protection, premise and (movable) property security, to support the management of the EIB Group’s corporate security services and enable the organisation to carry out its core business.

Operating Network

In this role you will report to the Head of Corporate Security Unit.

You will have regular contact with colleagues in other directorates as well as external contacts with relevant public authorities in Luxembourg but also counterparts within public authorities of the EU member states, other international organisations and finally external service providers.

This role requires availability beyond the regular office hours; at night, on weekends and/or bank holidays even over a longer period, in particular in the event of incidents or crises.

This role includes frequent travel. You may have to carry out on-call services on a regular basis.

Accountabilities

Coordinate and support personal protection operators, on the spot or at a distance, during missions inside and outside the EU, by using the minimal amount of control required to safeguard the objectives, synchronise the execution and facilitate decentralised decision making on a tactical levelProvide personal protection and other security services for the EIB Agents in Luxembourg and while travelling abroadContribute to the development, planning, delivery running and, if needed, adaptation of the corporate security services with a focus on but not limited to personal protection activities for EIB agentsTake immediate and appropriate response to all corporate security related incidents and/or crisesContribute to the conduction of risk assessments, protection alerts, clearances and situation reports as well as special service plans Participate in monitoring, briefing, inspection and, if needed, correction of vendor service activities to ensure that corporate security services are delivered inline with applicable law, organisational regulations and agreed service levelsParticipate in the measurement of the delivery of services and products by means of performance indicators including KPI Contribute to the development of corporate security policy, procedures, processes and other organisational regulations and ensure that these are complete, accurate and kept up to date

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in a field related to protection including corporate security, risk management, or equivalent.Minimum 3 years of relevant professional experience involving protection in the public (police and/or military) and/or private sector and/or international organizations. Demonstrable knowledge of corporate security conceptsExperience in the field of diplomatic close/personal protection in governmental organisations or an international organisation is an advantage.Additional certifications in risk analysis, personal protection, physical security and/or security training instructor would be considered as an advantage.Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
