Organizational Setting and Reporting Relationship
The position of Associate Secretariat Officer is assigned to the Information Access Unit (IAU) in the Office of the Secretary (SEC). You will be based at out Headquarters in Manila, Philippines.
You will report to the Principal Editor, IAU.Your Role
As an Associate Secretariat Officer, you will support the implementation of the Access to Information Policy (AIP), coordinate with Staff across departments and resident missions to ensure effective information disclosure, assist departments in interpreting the AIP, and support the operation and improvement of disclosure systems.You will:

Guide staff on applying disclosure procedures, disclosure requirements, and disclosure notes in accordance with the AIP and Operations Manual L3.
Support disclosure compliance by responding to complex queries, ending Staff reminders, overseeing the preparation of disclosure monitoring reports, and coordinating with department focal persons.
Collaborate with the Office of the General Counsel; Strategy, Policy, and Partnerships Department (SPD); and the Sectors Departments on matters requiring legal advice and/or policy guidance.
Contribute to the preparation of the Annual AIP report, an oversee its publication.
Guide staff on using disclosure systems (eServe, the Management Approval System, the ADB disclosure management system [ADMS], the disclosure monitoring dashboard, information request tracking system).
Coordinate with the Information Technology Department (ITD) to maintain and improve ADMS and the disclosure monitoring dashboard, liaise with the ADMS administrator on system issues, and provide guidance to the ADMS helpdesk on disclosure-related queries.
Coordinate with ITD, SPD, and the Sectors Department, and regional departments to revise or update disclosure-related systems, operations manual, and staff instructions, as needed.
Update the disclosure pages on ADB.org, as needed.
Provide technical support on policy implementation issues and appeals brought to the Public Disclosure Advisory Committee.
Support knowledge management activities and other projects and initiatives, as required.
Qualifications
You will need:
Bachelor's degree in business administration, communication or related fields.
At least 5 years of relevant professional experience.
Familiarity with ADB's Access to Information Policy or disclosure or transparency policies, preferably in development, in an international setting.
Experience in project processing, applying organizational or institutional policies, and monitoring compliance.
Strong research and date analysis skills.
Excellent oral and written communication skills in English.
Proficiency in standard ADB software programs with experience developing web-based material.
A high degree of integrity in handling confidential matters.
Demonstrated client orientation and experience working in diverse, multicultural environments.
Proven ability to work collaboratively and constructively within teams and across departments.

Additional Information
Staff on probation are not eligible to apply. Applicants for promotion and lateral transfer must have served at their position and personal grade for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03).
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
Staff who are currently under regular appointments will retain their regular appointment status.
