Organizational Setting and Reporting Relationship
The position of Associate Project Officer is assigned in the Human and Social Development Sector Office (SG-HSD) within the Sectors Department 3. SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADBโs strategic agenda in finance, human and social development, and public sector management and governance in the region and with ADBโs clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADBโs technical leadership externally and internally.
SG-HSD leads policy dialogue, initiatives, and solutions in the human and social development sectors (education, health, social protection, and in broader social development initiatives). SG-HSD is responsible for (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps and contributing to business development efforts.
You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International staff and senior officer (as applicable).
Your Role
As an Associate Project Officer, you will support portfolio management, project administration and project processing activities related to loans, grants and technical assistance (TA) projects and knowledge management. You will work independently and collaboratively to perform a full spectrum of operational, analytical, knowledge and other support for the effective functioning of the team. You may also be asked to support budget management tasks to support the sector office.
You will:
- Support the processing, implementation, administration and self-assessment of investment projects, TA projects and sector work and activities of the human and social development sector office.
Qualifications
You will need:
Bachelorโs degree in finance, business administration, public administration, education, public health, or a related field; preferably with advanced training. At least 5 years of relevant professional experience in ADB project management and implementation, preferably in the human and social development sector. Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents. Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable. Sound knowledge of government administrative systems and procedures. Familiarity with accepted best practices of procurement and disbursement processes. Strong capacity for teamwork. Ability to work collaboratively with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and strong willingness and capacity to guide more junior and less experienced colleagues. Excellent capabilities in relationship management; strong client orientation; effective communication skills; solid strong problem solving and solution-oriented approaches; and strong responsiveness, flexibility, reliability, and professionalism.
