    Organizational Setting and Reporting Relationship

    The position of Associate Project Officer is assigned in the Agriculture, Food, Nature, and Rural Development Sector Office (SD-AFNR) within the Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of SD-AFNR, the Water and Urban Development Sector Office, and the Digital Sector Office: delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.

    SD-AFNR leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the Agriculture, Food, Nature, and Rural Development Sector. You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International staff and senior Technical Local staff (as applicable).

    Your Role

    As an Associate Project Officer, you will provide support and coordination to the portfolio performance of the Southeast Asia and the Pacific team by performing specific responsibilities. You will work independently and collaboratively to carry out a full spectrum of operational, analytical, knowledge and other support for the effective functioning of the team. You will provide technical assistance in project processing, administration, and contract administration.

    Project and TA Processing and Administration

  • Actively support in project and TA processing by assisting in the preparation of project concept notes, TA reports, report and recommendation of the President (RRPs); project administration manual (PAM) and other project related documents;
Review and provide inputs to TA reports, RRPs and PAM for assigned projects. Review and provide comments on their implementation arrangements, financing plans, disbursement arrangements, considering lessons learned from previous projects and compliance with ADB's policies and procedures (e.g., procurement guidelines, financial management, safeguards). Update PAM during review missions. Initiate and support preparation of project and TA administration memos such as reallocation, change in scope and similar activities. Regularly update project related systems (e.g., SovOps, e-Operations) for processing milestones, project data sheet, classification and project performance reporting, Provide timely guidance to executing and implementing agency, and colleagues in the administration of loans, TAs and/or grants. Keep close coordination with both internal and external clients to ensure timely approval and disclosure of project-related documents, information and concerns. Manage TA by (i) closely monitoring commitment and disbursement ensuring sufficient funds and proper charging of funds; (ii) ensuring activities are in accordance with the approved TA; (iii) preparing timely contract variation, extension of TA and consultants' contracts, and closure of consultants' contracts. Administer all activities necessary to process disbursement claims. Provide initial analysis of the portfolio performance of the division and identify areas for improvement. Assist PAU Head and senior national staff in analyzing the performance of Southeast and the Pacific portfolio and identify areas for improvement. Support portfolio management and project administration with tasks including, but not limited to: (i) monitoring the progress of assigned projects and preparing project performance reports; (ii) identifying issues related to project implementation and taking action in close coordination with executing agencies (EAs), implementing agencies (IAs), contractors, consultants, and project beneficiaries; and (iii) preparing measures and implementing them to address the issues; Maintain records needed to monitor compliance with loan and TA covenants, to follow up outstanding obligations of EAs such as the submission of financial statements and progress reports. Participate in selected missions and meetings, if necessary. Prepare and/or review procurement plans, contract packaging, cost estimates, terms of reference, general specifications, for recruitment of consultants, service providers, and procurement of works, goods and services related documents. Assist in the preparation project and TA completion reports.

Knowledge management and events focal

Act as the team's knowledge management publication and events focal person. Review submissions and provide input prior to seeking clearance from either the sector group front office or from DOCK Maintain the team's knowledge management database including the team's sharepoint database. Collaborate with the sector front office on securing timely clearance and publication of blurbs, and other announcements. Assist colleagues in submitting their publication ensuring compliance with ADB's publications policies and process. Attend any user-testing acceptance or enhancement initiatives. Provide backup support and perform other duties and ad hoc assignments as required and as reflected in the incumbent's workplan. Provide guidance and share knowledge to new analysts/colleagues in project / TA processing and administration Perform other duties and ad hoc assignments as required and as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in finance, business administration or related fields; preferably with advanced training. At least 5 years of relevant professional experience in project management and implementation in the AFNR sector. Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents. Experience and knowledge of various stages of the project cycle (project planning, feasibility analysis, detailed design, project implementation, construction supervision, and contract management) is desirable. Sound knowledge of government administrative systems and procedures. Familiarity with accepted best practices of procurement and disbursement processes Strong capacity for teamwork. Ability to work collaboratively with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and strong willingness and capacity to guide more junior and less experienced colleagues. Excellent capabilities in relationship management; strong client orientation; effective communication skills; solid strong problem solving and solution-oriented approaches; and strong responsiveness, flexibility, reliability, and professionalism.
