Setting and ReportingCreated in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The Associate Programme Officer for the UN Office for Disaster Risk Reduction's (UNDRR) Regional Office for Europe and Central Asia (ROECA) will be based in Belgrade, Serbia. The Associate Programme Officer reports to the Programme Management Officer responsible for coordinating the implementation of the UNDRR ROECA project supported by the Italian Agency for Development Cooperation (AICS), titled \"Strengthening Transboundary Collaboration and Capacities on Disaster Risk Reduction and Early Warning Systems in the Western Balkans\". The position focuses on the implementation, monitoring and evaluation of the project and its activities in Serbia, implemented in collaboration with national stakeholders and partners. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Participates in UNDRRโ€™s country engagement in Serbia through the coordination of support provided by UNDRR to Serbia in relation to DRR and the implementation of the Sendai Framework. โ€ข Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Provides coordination and guidance of external consultants and other relevant experts in the implementation of the key deliverables of the project and related initiatives. โ€ข Supports the planning, delivery, and monitoring and evaluation of project outputs across all deliverables, including on strengthening early warning systems, risk knowledge and data capacities; enhancing risk governance and risk-informed investment planning; and driving local level resilience through the Making Cities Resilient 2030 (MCR2030) initiative. โ€ข Contributes to the coordination of DRR within the broader UN country engagement in Serbia, through support to the UN Resident Coordinatorโ€™s Office and the implementation process of the UN Sustainable Development Cooperation Framework in Serbia. Engages actively with other UN agencies and relevant DRR partners from local to sub-regional level and regional level. โ€ข Researches, analyzes, and presents information gathered from diverse sources. โ€ข Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. โ€ข Undertakes survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Organizes or participates in field missions, including supporting the contribution of Serbia to regional and global processes and fora, and the provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Ensures that requirements, background information used for data analysis are documented. โ€ข Performs other duties as required.
