Organizational Setting and Reporting Relationship
The position of Associate Portfolio Management Officer is assigned to the Portfolio Management Division (PFPM) within the Procurement, Portfolio, and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, PFPM and/or a designated Technical International staff.
Your Role
As an Associate Portfolio Management Officer you will be responsible for (i) assisting in the performance of the quality assurance function on selected portfolio performance reports; (ii) generating and reviewing portfolio indicators for specific reports and analyses; (iii) assisting in the data management; (iv) providing data and presentational support for specific analyses, ADB-wide and country-specific portfolio reports, and special studies; and (v) providing guidance and support to user departments on the use of project and portfolio management systems, reports and dashboards.
You will:
Contribute independently to Procurement, Approvals and Commitment Reporting Team (PART) of PFPM on all or a combination of the following transactions and/or clearly defined areas:
(i) Management Information System
- Database/Dashboard Maintenance. Perform maintenance and quality check of procurement, approvals, and commitment database for use in PFPM dashboards, reports, ad hoc requests, and special studies.
- Data Extraction and Data Transformation. Lead the activities in extracting data from multiple data sources including AIDE, IDS reports in text format and Excel files from other sources; Assist in transforming data into usable information for PPFD's data reporting.
- Issue Resolution. Resolve issues independently. Report and escalate issues when needed.
- User Acceptance Testing. Participate in all the user testing activities of the team.
- Innovation. Use IT skills to improve the data extraction, data transformation and reporting for improved data quality and efficiency gains. Seek multiple ways to improve reporting in view of evolving needs and emergence of new technologies.
(ii) Report Preparation
- Contribute to the preparation of main reports (e.g., ADB's Statement of Operations, Constituency Reports, and Board Constituency Reports, among others).
- Contribute to the preparation of inputs to ADB's Annual Report, Annual Procurement Report, Quarterly Portfolio Update, statistical data for ADB brochures, ADB Country and Donor fact sheets, among others.
(iii) Collaboration and Innovation
- Be the subject matter expert in areas involving approvals and commitment statistics and provide inputs to the continuous development and improvement of the ADB data structures and data definition, following changes in ADBs policies and procedures.
- Provide technical support and knowledge to the SovOps Modernization project, AIDE, and other IT-related projects.
- Make use of Microsoft O365 Suite (Power Apps, Power Automate, Power BI, SharePoint, and MS Forms) to introduce new processes within the team to incorporate automated review process of data entries.
(iv) Operations Advice and Support
- Be the support to the national staff for eOperations/SovOps, IDS-related concern namely, (i) monitoring and coordinating with departments in ensuring that the project details in the eOperations/SovOps and IDS are complete and updated; (ii) ensuring that enhancements to the system is adequate and thorough; (iii) issues requiring attention are highlighted; and (iv) providing advice to users on project processing queries.
(v) Research and Special Studies
- Contribute and provide inputs to the preparation of special studies and analytical reports.
(vi)Administrative support
- Contribute to the smooth operation of the team by performing back up functions/roles; perform other responsibilities and ad hoc assignments as may be assigned from time to time; provide back up support to staff responsible for the area of assignment; and perform other tasks as may be assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree major in Economics, Statistics, Information Technology or other relevant degree.
- At least 5 years relevant work experience reporting portfolio management indicators (incl. approvals, commitment and procurement data) and report/data automation experience.
- Solid knowledge of ADB's systems (e.g., eOperations, SovOps, AIDE, and IDS).
- In-depth knowledge of data sources, definitions, and methodologies, financial instruments, and project implementation and portfolio management business processes.
- Combine multiple disciplines, e.g., data analysis, data architecture, report design, database development, programming, and graphic design.
- Experience identifying patterns, is accuracy-driven, and ability to work well with numbers and details.
- Proficiency in using Microsoft O365 Suite (Power Apps, Power Automate, Power BI, SharePoint, and MS Forms) and functions and formulas in Excel.
- Experience in client orientation and ability to work with staff at all levels within and outside the department.
- Experience contributing to team goals and shared success collaboratively with teams.
- With initiative and independently excels in a self-directed work environment.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
