    Organizational Setting and Reporting Relationship

    The position of Associate Operations Coordination Officer is assigned to the Office of Business Intelligence and Operations Coordination (BIOC). BIOC was established to support ADB's transition to becoming a data-driven organization. BIOC will implement technology-driven process to coordinate data capture throughout the ADB project cycle and conduct analysis to generate insights that support decision-making.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff or Head, BIOC.

    Your Role

    As an Associate Operations Coordination Officer, you will coordinate the human resource administration in personnel, budgetary, and administrative responsibilities of BIOC; and provide overall analytical and administrative support to BIOC Management, human resource (HR) focal persons and designed BIOC staff.

    You will:

  • Coordinate the office's human resources administration, specifically on staff recruitment and selection, vacancy management promotion, transfer, redesignation, training requirements, resignation, and retirement.
Provide analytical, data gathering, and preparation support for level complement headroom, strategic departmental workforce, and succession planning. Provide support and advice to BIOC Management and HR focal points, and designated staff about staff recruitment, selection and personnel administration, including drafting and/or reviewing of staffing proposals, job descriptions, and interview reports. Monitor the implementation of BIOC staffing plans and help implement multiple human resource programs. Be BIOC's focal for the annual performance review (PR) and workplan exercise, manage and coordinate PR and workplan guidelines to all BIOC staff, answer inquiries, and collaborate with BPMSD. Contribute to the preparation of the annual and mid-year internal departmental/ office budget, including Work Program and Budget Framework and inputs to the Budget Review Committee and other institutional documents. Manage and monitor the implementation and allocation of BIOC's external training budget, rewards and recognition programs, division and resident mission retreats, and staff recreation activities. Perform other business and data analytics work, and prepare related presentations to support the management of BIOC. Perform other tasks as assigned and reflected in your workplan.

Qualifications

You will need:

Bachelor's Degree in Economics, Development Studies, Business Administration or other related fields, preferably with advanced training. At least 5 years of relevant professional experience. Demonstrated knowledge and understanding of ADB operational processes and procedures. Undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, use relevant digital technology in analyzing and developing the data; and prepare notes, papers and sections of reports. In-depth understanding of the interactions between different ADB work areas and workflows and their purposes. Good analytical thinking with an ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance. Proficient in ADB standard software programs and information technologies. Work collaboratively with teams as a constructive team member. Proficient in delivering clear and concise messages across formats in English. Please refer to the link for ADB Competency Framework for TL4.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
