    Organizational Setting and Reporting Relationship


    The position of Associate Gender Officer is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. CCGE provides technical leadership for all aspects of gender equality and women鈥檚 empowerment across ADB operations and knowledge work in line with ADB corporate commitments, including Strategy 2030 (and its Mid-term review) and Corporate Results Framework 2025-2030. You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff and collaborate and coordinate across the CCGE team.

    Your Role

    As an Associate Gender Officer, you will undertake and coordinate a range of analytical and technical support to the design and implementation of CCGE initiatives. You will provide technical and administrative support to CCGE in technical assistance (TA) and grant processing, administration and implementation; TA and staff consultant contract management; budget, finance and human resource management; gender knowledge and events management; and trust fund management (as applicable), in support of CCGE鈥檚 overall work program.

    Technical Assistance

  • Help implement assigned CCGE technical assistance and grant program coordinating within and beyond CCGE to ensure smooth implementation and integration.
Support CCGE TA processing, financial and administrative oversight, contractual management and consultant liaison, data and progress reporting and financial closing. Administer CCGE trust funds and donor cofinacing (as applicable), including budget oversight, preparation of reports, communication and correspondence with donors, and preparation of briefing notes and presentations.

Budget and Administration

Support CCGE budget management, including tracking of business travel and staff consultancy resources, annual administrative budget submission and mid-year adjustments. Contribute to the preparation of the annual and mid-year internal administrative expense and operational budget of the division Provide coverage for routine administrative functions to ensure business continuity when other TL staff or staff consultants are out of the office, and any other duties as assigned by supervisor.

Knowledge Management and Events

Provide support to the organization and delivery of events, including seminars, conferences, workshops, and gender training for ADB staff and partners organized by CCGE. Facilitate budget and contractual requirements for events, including advances and liquidations, funds transfers, payments to suppliers; travel, protocol, accommodation and visa arrangements (as applicable). Provide support to the preparation of knowledge products, including liaison with the Department of Communications and Knowledge (DOCK), editors and graphic designers.

Qualifications

You will need:

Bachelor's degree in social sciences, development studies, economics or related fields preferably with advanced training At least 5 years' work experience, including with other international organizations Written and verbal proficiency in English Proficiency in IT systems, database management and online budget and travel systems. Excellent organizational, time management, coordination and liaison skills. Ability to work independently and exercise judgment on urgent matters as required. Strong interpersonal and teamwork skills, including in multicultural and diverse work environments. Cultural sensitivity and ability to work with individuals from different cultural/national backgrounds and able to work collaboratively with teams as a constructive team member.
