Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโ€™s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is โ€œto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ€ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

IFRC Abuja Country Cluster Delegation supports the National Societies of Benin, Ghana, Nigeria and Togo who are currently contributing to address various types of crises including climate change impacts on population with drought, floods, security shocks due to conflict and food insecurity.

The Delegation of the International Federation of Red Cross and Red Crescent Societies supported the Ghana MoH in developing a micro plan for SLL project phase 2 in 2024. Upon approval by MCF the IFRC has been granted funding resources for implementing the Saving Lives and Livelihoods initiative Phase II in one target district in the Norther region of Ghana. This is a joint Africa CDC and Mastercard Foundation initiative. The overall project will run for 10 months, from March to December 2025 with implementation expected to end by December 2025. The project will be implemented in Northern Region of Ghana and the role of the IFRC will be to support the Ministry of Health to strengthen its integrated COVID-19 plans and immunization and primary care systems strengthening efforts. The IFRC and RCRC NS will support the Saving lives and Livelihoods initiative and corresponding MS through collaborative, community-led approaches ensuring that communities are active partners at all stages of the programming cycle.

Job Purpose

The key outcomes of the programme include Strengthened sustainable socio-behavioural Risk Communication and Community Engagement (RCCE) frameworks across the life course immunization system: Established harmonized socio-behavioural RCCE approaches and tools for knowledge, local capacity and solutions for integrated COVID-19 vaccine demand generation for partner-wide use, country adoption and owned programming in partnership with Africa CDC and the Foundation (adult immunization and life-course immunization overall); and established country coordination, partnerships and engagement between Member States, partners and other stakeholders at all levels for program efficiency and sustainability.
The Programme Assistant is responsible the field activities, supporting the Senior Programme Officer in rolling out the project.

Reporting to the Senior Programme Officer, the Programme Assistant is responsible training Community Health Volunteers, ensuring that activities towards promoting vaccine Intake among adult population and other target groups in one district in Northern region is attained through the approved RCCE approach and tools over a period of 8 months, including coordinating with health facilities and Implementing partners such as CHAG.

The position will provide technical and field level support, in close liaison with relevant focal points in immunization programmes, Risk Communication and Community Engagement programs within the Ministry of Health and CHAG ensuring high quality program implementation, monitoring and evaluation, program compliance and timely and quality reporting.

The position will work closely with MoH at Health facility level and other Implementing Partners (IPโ€™s) within Ghana focal points to understand resource needs for gaps in immunization services, especially the community component and outreach immunizations throughout in the target district in Northern region.

The position requires previous experience in Community Health programmes, with a strong command in community engagement, partner and stakeholder engagement, monitoring , evaluation and reporting.

Job Duties and Responsibilities

Reporting to the Senior Programme Officer, the Programme Assistant will:-

Provide technical. organisational and administrative support in the timely and smooth implementation of the tasks and responsibilities linked to the project plans and priorities.
- Assist in the follow up of the management of programme implementation in the operational area
- Assist in close collaboration with the stakeholders and partners to ensure close and appropriate linkages between the SLL program team and the Community Health Volunteers.
- Provide the field level data on the implementation of the SLL project.

The Programme Assistant is responsible for:

Administrative Support:

Accountable for providing professional administrative expertise and support. Support the Senior Officer in the organization of meetings internally or externally: Planning and events, issuing and preparing invitations and requests for meetings. Attend meetings with partners at the facility level and ensure that field plans and reports are updated on timely basis. Keep record of IFRC assets and equipment in the field office.

Program &Reporting:

Conduct training to Community Health Volunteers in collaboration with Senior Programme Officer. Develop field level implementation plans Monitor the quality of project implementation at field level and compile weekly and monthly reports. Coordinate and collaborate with MoH health facility staff and IP representatives. Review RCCE tools in collaboration with MoH and relevant stakeholders.

Perform any other task assigned by Line or Technical Manager

Education
Relevant university degree in Community Development, Public Health , Social Sciences or other related fields
Experience
Minimum of 2 yearsโ€™ experience in community development, public Health or social sciences Related projects Experience working with international non- governmental organization Experience in writing report, case studies and M&E Basic skills training in health or community field
