Org. Setting and ReportingThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible for undertaking technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work. The Planning, Finance & Economy Section (PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban Design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development. Within the PFES, the umbrella programme 'Planning for Humanitarian and Development practices: connecting normative to operations\", aims to utilize Urban and Spatial Planning as a tool by which to bridge the gap between humanitarian and development activities. UN-Habitat headquarters, regional and country offices, and several partners deploy a wide range of planning projects and tools in different countries to bring together diverse solutions to address the commitments within the Global Compact on Refugees, Global Compact for Migration, Agenda 2030 and the Sustainable Development Goals, which include exploring \"Alternatives to Camps\", supporting the paradigm shift towards the integration of refugee and host communities in combined programming, and development of sustainable and long-term solutions as part of multi-actor and comprehensive responses to \"Leave No One Behind\", ensuring the most vulnerable populations are promoted and protected. The position is located in the UN-Habitat Office in Kakuma. Under the direct supervision of the Programme Management Officer, of the Planning Finance and Economy Section, the incumbent will be responsible for the following duties: Responsibilities1. Provides analytical support for the development and implementation of the UN-Habitat project coordination, as well as data and research strategies โ€ข Assists in the design and implementation of the UN-Habitatโ€™s Project Design in country in alignment with the Country Common Analysis (CCA) and UN Development Assistance Framework (UNDAF); โ€ข Undertakes empirical analysis, data mining and visualization, as assigned, to develop reports and working papers on a range of sustainable development topics in relation to the Projects; โ€ข Compiles and analyses information on sustainable development for the Projects; โ€ข Provides analytical support to UN-Habitat in preparing and positioning the Project team to accelerate the achievement of the Sustainable Development Goals (SDGs) in the Projects, including the preparation of reports, as well as analytical and position papers โ€ข Contributes to UNC-Habitat research and development of data and research tools and methodologies at the country level; โ€ข Keeps abreast of emerging development issues to optimize UN-Habitatโ€™s analytical capacity to respond to national priorities; โ€ข Contributes to the development and implementation of peer review and quality assurance mechanisms for UN-Habitatโ€™s research products; 2. Assists in the development and expansion of strategic project partnerships, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others. โ€ข Supports the UNโ€™s work with national planning systems, facilitating engagement with national entities and data systems; โ€ข Contributes to communication and coordination with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of urban planning and finance for crisis response. โ€ข Contributes to communication and coordination with internal and external partners on data collection and project/research implementation; โ€ข Assists in the convening of key thinkers on sustainable development and 2030 Agenda to provide inputs on, advise and steer the UN-Habitatโ€™s research and data agenda. โ€ข Participates in strengthening the UN-Habitatโ€™s partnerships with key project partners and similar entities across the UN system though concrete collaboration on areas of the 2030 agenda. 3. Contributes to the monitoring and reporting of UN-Habitat project results โ€ข Supports inter-agency efforts on results and progress monitoring and reporting on individual or Programmes โ€ข Assists in preparing the monitoring and evaluation (M&E) framework and assists in reporting results at country, regional and global levels. โ€ข Serves as Project focal point for country-level, regional and global M&E initiatives and networks in relation to the Project. 4. Supports knowledge management and capacity development related to urban planning and infrastructure development โ€ข Assists in the sharing of best practices based on a solid understanding of the incentives that people need to utilize urban planning and infrastructure development knowledge. โ€ข Participates in knowledge sharing and works closely with colleagues at the country and regional level to ensure usable knowledge is shared between and applied by UN-Habitat teams. โ€ข Assists in the identification of good practices and lessons learned at the different levels of the UN System (national, regional and global) and share findings with HQ so that best practices benefit UNโ€™s work. โ€ข Contributes to the UN-Habitatโ€™s exchange of best practice, trends, knowledge and lessons learned with external partners. โ€ข Provides support for assigned thematic activities and knowledge-sharing forums and encourages others to participate. โ€ข Contributes to knowledge sharing (including through training and facilitating peer exchange) amongst UN staff on issues related to UN strategic planning frameworks, methodologies and tools; โ€ข Draws upon other UN experiences, lessons learned and knowledge networking to drafts content for strategic planning processes. 5. EducationAdvanced university degree (Masterโ€™s degree or equivalent degree) in sustainable development, civil engineering, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationCertification/ training on green infrastructure and sustainable construction is desirable. Certification/ training on in inclusive infrastructure frameworks for informal settlements and refugee settlements is desirable. Work ExperienceA minimum of two (2) years of relevant experience in providing strategic engineering support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required. Experience in Multidisciplinary Engineering Infrastructure including in: Roadworks, building works, Water and wastewater systems, and Telecommunication Infrastructure is required. Experience working in hardship areas such Kakuma and Dadaab refugee settlements is desirable. Experience within the United Nations System or similar organization is desirable. One (1) year or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Kiswahili/Swahili is desirable. Knowledge of another United Nations official language is desirable.
