ย
The post is located in the Management Support Section of the Business Applications Division. The Business Applications Division (BizApps) provides a comprehensive suite of IT applications development and support activities for the portfolio of business applications underpinning WIPO's business lines. This includes the development, deployment, and support of IT business solutions that ensure the effective operation and advancement of key systems such as the PCT, Madrid, and The Hague. Additionally, the BizApps Division supports custom application needs across other business lines, including projects like Lisbon, Green, ABC, and the WIPO website, leveraging best practices from WIPO's core systems. The division is also responsible for the smooth operation of IT services, managing the entire lifecycle of data and information - from ingestion, through processing, to dissemination. The Management Support Section is responsible for managing the Business Applications portfolio, managing demand and implementing change management to ensure alignment with the Information and Communication Technology Department's Strategy and business objectives. The Section provides business and solution architecture services to ensure consistency of the Business Applications landscape as well as manage projects coordinating Business Applications efforts to deliver high quality secured solutions to the business. Additionally, the Section is responsible for the implementation of consistent application delivery pipelines (CI/CD).

b.ย ย ย Purpose Statement
ย
As Lead of Section, the incumbent is responsible for the overall management of the Section, including staff. The incumbent also performs portfolio management; IT change management and Enterprise Architecture activities; contributing to establishing and maintaining the Business Applications Division strategy and roadmap and assuring that the development and implementation of governance mechanisms and associated processes are aligned with the strategy and roadmap and meet identified business needs. The incumbent is also responsible for establishing and maintaining a change management framework to ensure smooth and timely implementation of ICT changes focusing on continuous service improvement and high customer satisfaction.

The incumbent works under the supervision of the Director, Business Applications Division.

d.ย ย ย Work Relations
ย
The incumbent works closely with internal stakeholders throughout the organization as well as with external entities, including vendors and service providers and, on occasion, WIPO Member State representatives.

2.ย ย ย ย ย Duties and Responsibilities
ย
ย
The incumbent will perform the following principal duties:
ย
a.ย ย Determine priorities, allocate resources for the timely and quality delivery of work products per results-based management principles, ensuring that key risks are identified, assessed and managed for the achievement of agreed KPIs, ensuring that program objectives are met.
ย
b.ย ย Provide leadership in the definition of a portfolio of programs, projects, and/or on-going service provision, in collaboration with other Change Managers and Stakeholders. Implement and centralize the change management and demand management process for Business Applications services to ensure alignment with Business Applications Strategy and the relevant business objectives as well as alignment with enterprise architecture principles and cross-sectoral priorities.

c.ย ย Establish and execute a re-engineered framework for Strategy and Demand Management that includes governance structures, toolkit adoption, and mechanisms for continuous improvement and innovation. It also encompasses Portfolio Management to consolidate requirements across the portfolio, ensure optimal governance, promote toolkit adoption, and enable continuous improvement.

d.ย ย Build strategic relationships and coordinate with the business teams, user groups, development, testing and deployment teams and other interested parties associated with the Business Applications information systems.
ย
e.ย ย Manage the staff of the Section, including in the areas of performance management and conflict prevention, including mentoring, learning and development, and fostering a culture of collaboration and accountability.
ย
f.ย ย ย Collaborate with the Director of the Business Applications Division in the development of the Section's human resources, including workforce and succession planning, talent identification and acquisition, capacity building and training, and other strategic plans and contribute to strategic workforce planning across Division.
ย
g.ย ย Plan, schedule, monitor and report on activities related to the portfolio to ensure that each part of the portfolio contributes to its overall achievement.
ย
h.ย ย Represent WIPO at meetings and serve as a thought leader in ICT governance and Business Application Division, prepare and oversee the preparation of related reports, provide advice and recommendations, and plan, and organize seminars, workshops and training courses including preparation of documents and delivery of lectures.

i.ย ย ย Drive digital transformation initiatives within the Business Applications Division, ensuring alignment with WIPO's strategic goals and fostering innovation in service delivery.
ย
j.ย ย ย Perform other related duties as required.

ย
Education (Essential)
Advanced university degree in computer science, management information systems or other related field. A first-level university degree plus two years of relevant experience in addition to the experience required below may be accepted in lieu of the advanced university degree.
