Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is the leading United Nations agency providing guidelines for the conduct of agricultural censuses worldwide. FAO has mandate to (i) Collect, analyze and disseminate agrifood systems data from member countries, generating statistics and accompanying briefs in FAOSTAT, RuLIS and other relevant platforms, (ii) Work directly with countries to develop national statistical strategies, strengthen institutional and technical capacities and improve statistical systems, and (iii) Develop and promote international food and agricultural statistical standards, as well as methods and tools for collecting, analyzing and disseminating data.
Withing the framework of this mandate and its Technical Cooperation Programme, FAO is funding and implementing a project TCP/LIB/4001 โ€œEnhancing Libyaโ€™s National Agricultural Statistics Systemโ€ in Libya.ย 


Reporting Lines

The consultant will work under the overall supervision of the FAO Representative in Libya, the direct technical supervision of the Lead Technical Officer (LTO) of the project, the day-to-day management of the Field Programme support and monitoring Officer, FAO-LIB, and in close collaboration with the National Consultant.ย 


Technical Focus

The consultant will assess the current state of Libyaโ€™s National Agriculture Statistics System (NASS), including data producers, methodologies, and data quality. This includes evaluating existing tools, identifying capacity-building needs, and conducting surveys among data users to prioritize future data requirements. Based on findings, an Action Plan and a concept note for an agricultural census will be developed, along with organizing a stakeholder workshop and technical training sessions.


Tasks and responsibilities

โ€ข ย  ย Conduct rapid analysis of the current situation of agricultural data and agricultural related statistics of the National Agriculture Statistics System (NASS) in Libya
โ€ข ย  ย Identify key data producers and identify the methods they use and assess their capacities to collect and handle agricultural data.
โ€ข ย  ย Assess the quality of existing tools and agricultural data in terms of content, scope, reliability, usefulness, timeliness and accessibility.
โ€ข ย  ย Identify requirements for capacity building in agriculture statistics.
โ€ข ย  ย Conduct a data users' survey to identify the main users of agricultural data and the important uses to which the data are put.
โ€ข ย  ย Carry out a comprehensive assessment of current and future data requirements and prioritize them.
โ€ข ย  ย Based on the above, prepare an Action Plan identifying the activities required to meet the priority needs to improve the NASS together with a work plan.
โ€ข ย  ย Organize a stakeholders' workshop to discuss and build a consensus concerning the Action Plan and finalize it.
โ€ข ย  ย Assess any plans and the capacity in place to organize a census of agriculture (last one conducted in 2001) and identify the agricultural surveys that would benefit from an updated census frame.
โ€ข ย  ย Prepare a concept note on the census of agriculture, including suggested methodology, general work plan (with main phases), and estimated duration and budget.
โ€ข ย  ย Organize three training sessions on (a) WCA 2020 methodology; (b) Census questionnaires; (c) Census data collection (CAPI)
โ€ข ย  ย Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements ย  ย 

โ€ข ย  ย Advanced University Degree in Statistics or related discipline. Academic background or field experience in agricultural statistics
โ€ข ย  ย Ten years of relevant experience in the field of statistic systems, agriculture census, agriculture statistics
โ€ข ย  ย Working knowledge (level C) of English and Arabic
