    Organizational Setting and Reporting Relationship

    The position of Advisor is assigned in the Office of the Director General, Strategy, Policy, and Partnerships Department (SPD) and will work with the Strategy, Policy and Business Process division (SPBP). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director General, SPD and will oversee technical international and technical local staff.

    Your Role

    As Advisor, you will lead the central custodian unit for ADB's policy and other directives. The central custodian unit will oversee implementation of ADB's Policy Architecture that was recently approved by the ADB's Board of Directors. You will also coordinate the Board Week for SPD.

    You will:

  • Lead the review of existing Board directives including policies and directions, and Management directives and guidance (D&G) documents.
Establish a plan to introduce, update, or retire Board directives and Management D&G documents and monitor the implementation to ensure their life cycle management. Establish a central depository of Board directives and Management D&G documents Review the Board directives and Management D&G that are proposed by owner departments to facilitate compliance with the policy architecture and administer a new central repository. Manage staff assigned to the central custodian unit. Coordinate with the Office of General Counsel and other departments and offices to implement the Policy Architecture. Coordinate the design of the Board Week with the Office of the Secretary and Board Member offices. Contribute to the review of policies and strategies, strategic planning and coordination, and coordination of corporate initiatives.

Qualifications

You will need:

Master's Degree, in law, economics, finance, business, public administration; or University Degree in related field and at least 10 years specialized experience relevant to the position can be considered At least 15 years of combined professional experience, with excellent knowledge of development conditions including international work experience. Knowledge of formulation and implementation of policies and strategies of ADB or similar multilateral development institutions. Experience collaborating with all ADB departments to develop a coherent ADB-wide approach to multiple strategic positions. Experience operating as part of a team and to coach team members to develop their capabilities and potential. Written and verbal proficiency in English and local language. Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
