UNICEF Brazil works to defend the rights of children and adolescents by supporting social programs and public policies in more than 2,000 municipalities in the Amazon and Semi-Arid region and 9 Brazilian capitals, through the UNICEF Seal and #AgendaCidadeUNICEF. For UNICEF Brazil, the well-being of adolescents is crucial, as it directly influences their current and future health, as well as their educational success, positive social interactions, and economic productivity. The adolescence is a window of opportunity for health promotion and prevention actions, with a view to ensuring that adolescents develop and prosper fully. UNICEF has been developing the Comprehensive and Integrated Health Programme for Adolescents, which is based on 3 dimensions: adolescent citizen participation; access to information and health services; and responsible parenting and community empowerment. This Programme aims to strengthen the National Policy for Comprehensive Health Care for Adolescents and Young People from Ministery of Health, which is under the approval phase; and will serve as a reference to the pilot project Adolescent-Friendly Health Services, to be implemented in Brazil.

A lack of comprehensive indicators for adolescent health impacts directly the development of effective age-specific policies and interventions, as well as the tracking of progress toward health targets. In 2018, the Global Action for Measurement of Adolescent Health (GAMA)[1] was established with 47 indicators applicable to all adolescents, from different contexts. These indicators derive and feed programmes, policies, and laws; systems performance and interventions; social, cultural, economic, educational, and environmental health determinants; health behaviours and risks; subjective well-being; and health outcomes and conditions.

The purpose of this consultancy is to develop a comprehensive package of adolescent health indicators, based on GAMA indicators analysis, to be used as a central tool for the pilot project Adolescent-Friendly Health Services, and to to strengthen the National Policy for Comprehensive Health Care for Adolescents and Young People from Ministry of Health.

SCOPE OF WORK:

The consultant on โ€‹โ€‹adolescent health indicators will be responsible for conducting a comprehensive analysis of existing adolescent health indicators in Brazil, using GAMA indicators as reference. ย This analysis will aim to evaluate the current landscape of adolescent health data within the Unified Health System (Sistema รšnico de Saรบde -SUS), identify gaps in coverage, and provide recommendations for enhancing the effectiveness of these indicators for foster the National Policy for Comprehensive Health Care for Adolescents and Young People (PNAISAJ) and UNICEF strategies. The products of the consultancy will be presented in a high- level event (Workshop in person), in Brasilia. UNICEF will hire another consultant for Programme design, with the development of the pilot project Adolescent-Friendly Health Services, as the expected result. Both

consultants will work collaboratively with each other, with UNICEF support.

GAMA indicators analysis and recommendations. Conduct a gap analysis of GAMA indicators and propose a basket of adolescent's health indicators in Brazil. The indicators should be specific, sensitive, meaningful, measurable, achievable, relevant, time-bound, and targeted.

People (PNAISAJ), the School Health Program (PSE), and local initiatives related to adolescent participation on health programmes to be applied in the Adolescent-friendly health services. This package of indicators is expected to be presented at a high-level event (Workshop in person, to be organized by UNICEF), in Brasรญlia.

Prepare a final report, including recommendations and conclusions from the workshop; the data mapping of adolescent health indicators and GAMA indicators gap analysis; recommendations and lessons learned applicable to the Adolescent-friendly health services. MINIMUM QUALIFICATIONS REQUIREMENT

University degree in Health, Social Sciences, Public Policy or related areas required. At least 5 years of professional experience in analyzing health data and conducting research in epidemiology, health indicators, or a related field. Previous experience working with systematization of experiences, development of methodologies in health policies and programs. Advanced degree in Adolescent Health, public health, policy evaluation, epidemiology, health systems, among related areas. Experience in evaluating health programs, impact analysis, indicators and performance, Excellent analytical, writing, and presentation skills. Experience in UN System Agencies or similar organizations will be an advantage.ย  Experience with adolescents' Health in the Brazilian Unified Health System will be an advantage.ย 

FINANCIAL PROPOSAL

A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.

LANGUAGE PROFICIENCY

Fluency in Portuguese and English is required.
