Org. Setting and ReportingThis position is located in the Office of the Director of the Division of Policy, Evaluation and Training Division (DPET) of the Department of Peacekeeping Operations, at UN Headquarters. The incumbent will report directly to the Director of DPET. The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping Operations. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. ResponsibilitiesWithin delegated authority, the Administrative Officer will be responsible for the following duties: Front Office work โ€ข Supports the Director in the discharge of her/his responsibilities in the Department of Peace Operations (DPO) by advising him/her on substantive and administrative issues, as well as managing DPET's front office. โ€ข Supports the director on crosscutting peacekeeping issues in line with DPO's requirements and strategic priorities as well as policy development and training issues. โ€ข Ensures assignment of work to appropriate DPET sections and monitor progress of preparation and submission to the Director for final clearance. Human Resource Management โ€ข Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures. โ€ข Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. โ€ข Represents the Department/Unit at Departmental Panels and appointment bodies. โ€ข Reviews post incumbency reports for purposes of vacancy management and staffing table control. โ€ข Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources. Budget and Finance โ€ข Assists the sections and units of the Division in the development of their annual budget submissions, justifications, and reporting requirements. โ€ข Liaises with the Office of the Under-Secretary General and the Executive Office in the development of the budget and the RBB logical framework. โ€ข Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. General Administration โ€ข Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements. โ€ข Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues. โ€ข Produces major/complex reports for management. โ€ข Provides expert guidance and leadership to more junior staff. โ€ข Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements. โ€ข Performs other related work as required. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business or public administration, international relations, finance, accounting, law or related area. Work ExperienceA minimum of seven years of progressively responsible experience in project management, supporting senior leadership, administration, or related social field is required. Experience working in a United Nations Front Office or similar environment is required. Experience in policy development, conduct of evaluations and/or training is required. At least 5 years of experience in a peacekeeping operation or similar field presence is desirable. Experience implementing change management initiatives and organizational as well as contingency planning is desirable. Experience developing partnerships with think tanks, academia, and NGOs is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
