Org. Setting and ReportingThe United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance; including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. This position is located in the Office of the Chief of Mission Support, United Nations Integrated Office in Haiti (BINUH). The incumbent will be based in Port-au-Prince, Haiti and will report to the Chief of Mission Support. ResponsibilitiesWithin delegated authority, the Administrative Officer will be responsible for the following duties: โ€ข Lead/manage the Operations and Resource Management Team by directing and overseeing the strategic and cross-cutting mission support functions such as Human Resources, Financial Resourcing and Performance Management, and Information Technology. โ€ข Acts as adviser on management matters pertaining to human resources, budgeting, financial and general administration. โ€ข Develops, prepares, and monitors work plans, strategies and assigned programme areas for the administrative activities of the Mission and assists in securing the required human and financial resources. โ€ข In cooperation with other offices of the Mission, plans and forecasts the personnel and financial requirements of all Mission components. โ€ข Exercises budgetary and administrative controls. โ€ข Certifies mission expenditure using delegation of authority granted by the UN Controller and reports on administrative and financial matters accordingly. โ€ข Drafts guidelines, reports and correspondence on a wide range of issues for the Chief of Mission Support and ensures adherence to relevant UN rules and regulations and policies. โ€ข Drafts responses to correspondence required from the Office of the Chief of Mission Support on administrative/policy documents. โ€ข Provides advice and assists supervisors in areas of problem solving, dealing with ad-hoc issues that arise, and undertakes tasks and special projects, such as Staff Emergency Support Plan and Business Continuity Plan, welfare activities, etc. as requested. โ€ข Undertakes evaluation of support provided by the Mission Support Division to the various parts of the Mission. โ€ข Monitors implementation of Audit/Board of Inquiry recommendations. โ€ข Assists coordination of Security operations in the Mission. โ€ข Supports the Office of the Chief of Mission Support in liaising with the Offices of the Special Representative of the Secretary-General (SRSG) as well as Chiefs of Services and Sections on administrative issues/activities. โ€ข Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of Mission Support Division. โ€ข Represents the Mission Support section/unit at regular meetings with other UN Agencies as requested. โ€ข Maintains direct liaison with External Auditors. โ€ข Reviews audit observations submitted and drafts appropriate responses in consultation with the Chief of Mission Support. โ€ข May represent the Chief of Mission Support in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate/Chairperson of the Local Committee on Contracts. โ€ข Performs other duties, as assigned. Job - Specific QualificationProject Management certification Prince II Foundation or Practitioner is desirable. Work ExperienceAt least seven (7) years of progressively responsible experience in human resources, information technology, budget, finance or general administration is required. Experience in handling complex organizational issues at the international level is desirable. Professional experience with UN administrative/financial policies and practices is desirable. Experience providing services in a field operation of the United Nations Common System or a comparable international organization is desirable. Proficiency working with an Enterprise Resources Planning (ERP) system in accounting, finance, budget module is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
