Org. Setting and ReportingThe Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities. The Assessment and Innovation Section (AIS) provides administrative support to Global Roster Section (GRS) in building and managing rosters for Young Professionals Programmes (YPP) examinations, Competitive Examinations for Language Positions (CELP), and Generic Job openings (Generic Job Openings), administers Language Proficiency Examinations (LPE), provides assessment services for position specific job openings in the Professional category and the General Service and related categories, and provides innovations and technical solutions for talent management including enhancements of Inspira and development and maintenance of the United Nations Online Examinations and Tests System (UNOETS). The position is located in the Assessment and Innovation Section (AIS), Human Resources Staffing Service (HRSS), Human Resources Services Division (HRSD), Department of Operational Support (DOS). The Human Resources Assistant reports to Human Resources Officer in AIS. ResponsibilitiesWithin delegated authority, the Human Resources Assistant will be responsible for the following duties: Testing and examination โ€ข Provides support to designated departments and offices in their recruitment activities by assisting in the various phases of work related to the preparation and administration of selection tests and examinations, including internet-based tests. โ€ข Processes applications for examinations and tests, including providing access to internet-based tests, and entering data on candidates test results. โ€ข Develops, maintains, and updates the internet and intranet websites for various examinations. Recruitment and placement โ€ข Processes applications for vacancies, including preparing and maintaining case files for candidates, ensuring and monitoring the transfer of files of candidates between offices, processing and administering online examinations and tests including enrolling candidates in online assessments, arranging for interviews, and entering data on candidates into the automated roster. โ€ข Assists in the filling of posts, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments. โ€ข Assists in the evaluation and screening of applications of candidates for secretarial, clerical and related categories positions, including preparation and administration of paper/internet-based selection tests and examinations. โ€ข Maintains vacancy announcement files and tracks status of vacancy announcements. โ€ข Prepares agenda and provides relevant documentation required for recruitment related meetings. Staff development and career support training โ€ข Assists in the organization and conduct of training courses and informational workshops/sessions for the Section. โ€ข Provides logistics and administrative support to trainers. General โ€ข Provides general office support services for the Section; drafts edits, proofreads, and/or processes a variety of correspondence and other communications. โ€ข Sets up and maintains reference files/records (electronic and paper). โ€ข Schedules appointments/meetings, monitors deadlines, etc. โ€ข Undertakes research on a range of HR related issues from various databases (i.e. from the UN talent management system and from Microsoft Access) and assists in the preparation of notes/reports. โ€ข Maintains, and updates automated database containing HR related statistics and the internet and intranet websites for various examinations and prepares periodic reports. โ€ข Assists in the preparation of necessary documentation and processes large data sets to produce tables and charts for reporting/monitoring purposes and distribution to various offices, departments and offices away from headquarters. โ€ข Performs a variety of administrative duties for the Section (e.g., leave recording, request for office supplies and equipment, etc.). โ€ข Prepares written response to queries as requested. โ€ข Performs other duties as required. Work ExperienceA minimum of five years of experience in human resources management, administrative services or related area is required. Experience using an MS Excel program at an advanced level is desirable. Experience in MS SharePoint, OneDrive, DropBox, Google Drive, Trello, Jira or similar knowledge sharing platforms is desirable. Experience with HRIT systems or Enterprise Resources Planning (ERP) systems is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
