Context:
The Department of Financial and Administrative Management (DFAM) oversees and manages the IOM's global financial, budgetary, treasury, accounting and administrative functions. ย
The Financial Coordination and Policy Division oversees the global financial controlling framework of the Organization, facilitating compliance with the Organizationโs financial regulations, policies, and standards. It coordinates the comprehensive monitoring and analysis of budgetary and financial risks in close coordination with the other Divisions of the Department. The Divisionโs work facilitates IOMโs financial management globally, ensuring it remains robust, adaptable, and closely aligned with both operational and strategic objectives.
Within this framework, the Financial Systems and Reporting Solutions Unit (FSRS) provides business support to IOMโs financial systems and digital finance architecture. The Unit leads the design of business requirements, functional specifications, data structures, and governance models that support financial processes across the Organization. It operates from the business side, working in close partnership with ย Information and Communications Technology (ICT) โwhich is responsible for technical implementation and supportโand external service providers.
Under the overall supervision of the Comptroller / Director of DFAM and direct supervision of the Deputy Comptroller, the Chief, Financial Systems and Reporting Solutions Unit leads the Organizationโs business-side strategy and oversight of financial systems and solutions. The Chief, Financial Systems and Reporting Solutions Unit ensures that digital finance initiatives are driven by IOMโs operational needs and aligned with internal controls, International Public Sector Accounting Standards (IPSAS), and evolving financial and administrative policies.
Acting as a key interface between DFAM, ICT, and external providers, the Chief, Financial Systems and Reporting Solutions Unit provides strategic leadership and oversees cross-functional teams, while managing change processes that support a shift from transactional workflows to value-added financial services.
Provide strategic direction for the business-side ownership of financial systems, including Enterprise Resource Planning (ERP) modules (Oracle Fusion), enterprise reporting, and financial planning tools.Manage and lead the Financial Systems and Reporting Solutions Unit, including mentoring, supervising, and supporting a team of business analysts, planning and reporting specialists.Lead the development of business requirements and functional specifications for financial and administrative tools, ensuring they support efficient, compliant, and scalable financial processes.Serve as DFAMโs primary liaison with ICT and system integrators, ensuring technical implementations reflect business priorities and are appropriately governed.Oversee the review and validation of functional design documents, system change requests, and testing strategies prepared by ICT and vendors.Establish and manage financial and planning systems governance models from a business perspective, including change control, configuration management, and user role definitions.Oversee the maintenance and business-side validation of key financial master data and control elementsโsuch as Cross Validation Rules values, reporting hierarchies, and segment mappings, digital workflow governanceOversee and coordinate the end-to-end integration, functional testing, and rollout readiness of financial modules, ensuring solutions support compliant, efficient, and scalable processes.Champion the continuous redesign and simplification of financial business processes to enhance efficiency, automation, and auditability.Promote the adoption of advanced technologies (e.g., Robotic Process Automation (RPA), AI, predictive analytics) that support strategic decision-making and internal controls.Lead the development of financial master data structures and ensure data governance across all relevant modules.Oversee the design and rollout of business-side reporting strategies, dashboards, and performance monitoring tools tailored to DFAM and operational needs.Coordinate with DFAM divisions, regional and country offices, and senior management to gather evolving business needs and provide guidance on technological capabilities that can support efficient and successful adoption of new financial policies and processes.Contribute to global training and knowledge-sharing efforts related to financial systems, tools, and best practices.Track system usage, performance Key Performance Indicators (KPIs), and feedback from global users, identifying areas for business-side enhancement.Monitor and reinforce internal control requirements embedded in financial systems (e.g., role segregation, automated validations, workflow restrictions).Support audits and oversight exercises by providing functional insights into system design, access controls, and data traceability.Coordinate timely follow-up on audit recommendations and business-side risk mitigations related to financial systems.Approve or endorse business requirements and system enhancements within delegated authority.Perform such other duties as may be assigned.Educationย
Masterโs degree in Finance, Accounting, Business Administration, Information Systems, or a related field from an accredited academic institution with ten years of relevant professional experience; or,University degree in the above fields with twelve years of relevant professional experience.Project management certification (e.g. PMP, PRINCE2) is desired.ERP certification, particularly Oracle Cloud Financials is desired.ยAccredited Universities are those listed in the UNESCO World Higher Education Database.ย
