Viet Nam, one of the worldโ€™s most climate-vulnerable countries, is already suffering high losses and damages from climate change impacts. Just from 1995 to 2017, damage caused by natural disasters in Viet Nam was about 14 trillion VND/year (2010 price) with an increasing rate of 12.7%/year. 2017 was the year with many record-breaking storms (16 storms, 4 tropical depressions), 386 deaths and more people missing, and the highest total damage was 38.7 trillion VND (approximately 2.7 billion USD). It is forecasted that by 2050, if the sea level rises from 18-38 cm, the loss could be up to 2% of Viet Nam's GDP. By 2100, if the sea level rises by 100 cm, 6.3% of Viet Nam's land area will be flooded, of which about 570 thousand hectares of rice land in the Mekong Delta region will be flooded, causing the loss of more than 3,177 000 tons of rice, 4% of the railway system, 9% of the national highway system, and 12% of the provincial road system. These losses from the adverse effects of climate change, beyond what people can adapt to, are described as โ€œloss and damageโ€ (L&D), which includes the impacts of extreme weather events such as typhoons and slow-onset events such as sea level rise. L&D includes both economic losses (e.g., crop destruction) and non-economic losses (e.g., lives, culture).

For Viet Nam, the national government has made strong commitments and efforts in climate change adaptation, including recovery packages and social protection and humanitarian response schemes in the areas/sectors most affected by climate change and natural disasters. However, Viet Nam has yet to take concrete actions to assess L&D systematically and actively participate in international discussions on the topic. Viet Nam must increase its national institutional capacity and financing mechanisms to develop a comprehensive strategy to address L&D challenges that fills knowledge gaps on economic and non-economic impacts of climate change-related loss and damage, reinforces national capacities to collect and analyse data in a systemic manner, strengthens risk financing and risk transfer mechanisms and pilots experiments to assess L&D financing access in key sectors.

Given this context, supported by CFN, UNDP Viet Nam has engaged a series of projects to contribute to enhancing Viet Namโ€™s national capacity to respond to L&D. Over the last year, this work included technical workshops to build capacity for accurate L&D assessment, financing pathways, and policy gap identification, and research on Viet Namโ€™s readiness to address L&D in line with international negotiation processes.

Building on this work, in collaboration with the Ministry of Finance (MOF), UNDP is now seeking team of two national consultants to complete a feasibility assessment on L&D financing mechanisms to determine which is the most effective for accessing the critical resources necessary to recover from disasters and enhance community climate resilience.

The consultant team will be composed of two national consultants: one Team Leader (TL), the National Expert on L&D Financing Strategy, and one Team Member (TM), the National Expert on Inclusive L&D Financing. The TM, under the direction of the TL, will submit reports that contribute to the full feasibility assessment focusing on integrating community-based, just, and inclusive approaches for all finance mechanisms analysed. Further, the TM will coordinate consultations and feedback from relevant community members and stakeholders.
