    Organizational Setting and Reporting Relationship

    The position Associate Organizational Resilience and Crisis Management Officer is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff and senior National Staff.

    Your Role

    As an Associate Organizational Resilience and Crisis Management Officer, you will: perform activities in the support, planning, development, and implementation of ADB's Organizational Resilience (OR) and Business Continuity (BC) Programs including facilitation and coordination of the Crisis Management (CM) Program focusing on internal client needs by participating in OR, BC, and CM related projects.

    You will:

    Organizational Resilience and Business Continuity

    โ€ข Participate in the implementation, maintenance, and continuous improvement of the Business Continuity Management (BCM) Program for ADB Headquarters and selected Field Offices in support of the ISO 22301:2019 certification and BC operational strategic planning.
    โ€ข Review, monitor, and revalidate both critical and non-critical business units' Business Impact Analysis (BIA) and Risk Assessments (RA), Business Continuity Plans (BCP), including review of key suppliers' contingency and continuity plans, Business Continuity Core Group (BCCG) call list and profile, and BC strategy, manual, and procedures.
    โ€ข Provide technical support, training, and expertise to business users on the functionality, features, and usage of the cloud-based Business Continuity Management software.
    โ€ข Provide inputs in planning business disruption scenarios for scheduled and surprise business continuity tests to ensure effectiveness of BCPs. Act as one of the incident coordinators during a business disruption or crisis providing direct supervision in activities related to BC and CM.
    โ€ข Coordinate tasks in support of the Business Continuity Core Group (BCCG) during business disruptions, quarterly meetings/updates, and exercise/testing activities.

    โ€ข Develop and implement special projects and major work programs of the unit such as automation of BCM, risk mitigation studies, OR awareness campaigns, tabletop exercise planning, recommendation on action of risk evaluations and business impact analysis studies of ADB and its Field Offices (FOs), and preparation of reports and dashboard analytics.
    โ€ข Contribute to the development of division level activities including budget utilization and monitoring; institutional procurement activities in accordance with ADBโ€™s established guidelines; preparation and implementation of communication activities for awareness of OR and BC across all stakeholders; and preparation of briefing notes and presentations for Management and oversight committees as required.
    โ€ข Perform any other assignments as required and reflected in the incumbentโ€™s workplan.

    Crisis Management

    โ€ข Ensure development and implementation of Crisis Management program and initiatives, which include:

    o facilitating capacity-building activities for the Management Committee (MC), Crisis Management Team (CMT), and Crisis Response Team (CRT)
    o developing and testing crisis management and response plans and procedures
    o updating of crisis management handbooks
    o awareness raising and communications

    โ€ข Provide technical and analytical support and perform secretariat functions for the CMT and CRT as needed.
    โ€ข Prepare and maintain detailed records of crisis events, response efforts, and lessons learned.
    โ€ข Perform other duties as may be assigned and reflected in the incumbentโ€™s workplan.

    Qualifications

    You will need:

    โ€ข Bachelorโ€™s degree in international relations, political science, social science, business administration, engineering, accounting, management, or other relevant field of study; preferably with advanced training.
    โ€ข At least 6 years of relevant work experience in business continuity management, organizational resilience, crisis management, disaster recovery and/or emergency management; experience in developing plans and conducting training programs in these areas is an advantage.
    โ€ข In-depth knowledge of organizational resilience and business continuity programs, crisis management including support, maintenance, and implementation of ISO 22301:2019.
    โ€ข Sound working knowledge of standard IT applications, software and systems used generally in multilateral organizations and familiarity with existing systems and database management (Office 365, SharePoint, Business Intelligence, etc.)
    โ€ข Preferably with experience as a user and administrator of an online Business Continuity and or Crisis Management Systems.
    โ€ข Strong analytical skills with sound working knowledge and experience in project management methodologies and skills.
    โ€ข Supervisory and team management experience to lead, develop, coach, and mentor junior Administrative Staff to facilitate work planning, delivery, and quality review of work tasks.
    โ€ข Ability to work transparently and collaboratively with international and cross-cultural teams as a contributing member. Experience in collaborating with financial business units on their resiliency and business continuity initiatives is an advantage.
    โ€ข Effective written and verbal communication skills in English.
    โ€ข Maintain a strong focus on internal and external client needs, taking a proactive approach to problem solving and achieving desired outcomes.
