SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC)
Dear Prospective Offerors:
The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking offers from qualified U.S. citizens to provide personal services as an Interagency Specialist under a United States Personal Services Contract (USPSC), as described in the solicitation.

All USPSCs with a place of performance in the United States are required to have a Data Universal Numbering System (DUNS) number and be registered in the System for Award Management (SAM) database prior to receiving an award. You will be disqualified if you either fail to comply with this requirement or if your name appears on the excluded parties list. DUTIES AND RESPONSIBILITIES
The Interagency Specialist will provide critical analysis on humanitarian and coordination issues, works closely with officials within the USG disaster response and humanitarian assistance community, organize high-level events, initiate creative new approaches to partnerships, and serve as a key source of information on humanitarian issues pertaining to the interagency for the office. He/She will provide strategic insights to organizational strategies and responses to humanitarian crises, actively work with other members of the office, and anticipate and prepare documents and briefing memos on humanitarian issues for key meetings and events.
The Interagency Specialist will manage critical issues within the interagency community on behalf of OFDA and must have the ability to both multi-task and be detail oriented and results oriented. The assignment requires providing expert analytical and advisory support on a wide range of humanitarian issues for the planning, development and execution of U.S. foreign policy objectives within a broad and complex environment. The work requires rigorous analytical and strategic thinking.
The Interagency Specialist will develop and maintain relationships within OFDA and throughout the USG interagency, to advance OFDA’s interests. The role requires the ability to work within a team structure with significant interaction with U.S. interagency representatives, demanding strong diplomatic and communication skills to accurately represent OFDA’s position and perspectives from the humanitarian community. Contacts occur in a wide variety of planned and unplanned, formal and informal settings, including open meetings and conferences, where the Interagency Team may be called upon to explain and defend U.S. positions on humanitarian issues.
Specific areas of responsibility include:
- Assist in fostering and advancing strategic interagency engagements and partnerships for OFDA.
- Serve as a resource to federal agencies about the USG’s approach to international humanitarian assistance, and work with federal agencies to determine what capabilities they can provide for international disaster response efforts.
- Negotiate mechanisms for partnerships, including Memorandums of Understanding and Interagency Agreements.
- Provide OFDA briefings to interagency partners, as appropriate.
- Coordinate with other federal agencies to provide OFDA staff with briefings on federal capabilities.
- Convene interagency partners on key humanitarian policy issues and dialogues, including conceptualizing agendas and content for high-level events. Draft briefing materials for USAID principals.
- Support office planning efforts, in coordination with other teams and divisions.
- Support information exchange with interagency partners, including supporting Disaster Response Divisions in facilitating interagency coordination meetings and calls, as needed.
- Attend and represent OFDA at external interagency meetings, as requested.
- Maintain understanding of the political and institutional environment in which decisions are made and implemented in humanitarian situations and provide guidance to other teams and divisions for how to navigate political landscapes.
- Sign-up for and serve as needed, on Washington-based RMTs, which provides services and support to DARTs deployed in response to disasters. The duties on RMTs will be varied.
- Serve as the OFDA after-hours duty officer on a rotational basis, for approximately one week every six months.
- As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time.
- As needed, may serve on temporary detail within the office to meet operational needs during staff shortages, not to exceed six months. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities as well as directly related to the scope of work provided.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, human rights, economics, public health, disaster management, public policy or a related field) plus seven (7) years of experience working on interagency coordination, partnerships and/or policy engagement; domestic disaster response; and/or international humanitarian assistance.
Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, human rights, economics, public health, disaster management, public policy or a related field) plus five (5) years of experience on interagency coordination, partnerships and/or policy engagement; domestic disaster response; and/or international humanitarian assistance.
EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. QUALITY RANKING FACTORS (QRFs)
(Used to determine the competitive ranking of qualified offerors in comparison to other offerors. The factors are listed in priority order from highest to least. The evaluation of QRF responses will also take into consideration the quality of written responses. Aspects of written responses including, but not limited to typos, grammatical errors, spelling errors, and incomplete sentences will be factored into the evaluation process.)
QRF #1 Proven ability to work with a diverse array of individuals and organizations, particularly USG agencies, international organizations, non-governmental organizations, or host governments, preferably on issues surrounding humanitarian assistance or disaster risk reduction. Demonstrated experience serving as a liaison between two or more institutions and/or organizations. Please provide specific examples.
QRF #2 Demonstrated knowledge of and experience with the international humanitarian architecture and the U.S. Government’s approach and role in international disaster response; understanding of U.S. Government policies and processes regarding the provision of international humanitarian assistance; proven experience in providing analysis and guidance on issues relevant to either domestic or international disaster response, with focus on the policy implications of key developments and decisions. Please provide specific examples.
QRF #3 Demonstrated ability to consistently perform in a high visibility, high-pressure environment. Strong work ethic and ability to initiate, multi-task with attention to detail, and develop and manage multiple projects simultaneously. Please provide specific examples.
QRF #4 Demonstrated skill in oral and written communication, preparing and presenting analysis, providing guidance, soliciting and handling sensitive information, and negotiating agreements; experience in communicating to different audiences. Please provide specific examples.
BASIS OF RATING: Offerors who meet the Education/Experience requirements and Selection Factors will be further evaluated based on scoring of the QRF responses. Those offerors determined to be competitively ranked may also be evaluated on interview performance and satisfactory professional reference checks.
Offerors are required to address each of the QRFs in a separate document describing specifically and accurately what experience, training, and/or education they have received as it pertains to each factor. Be sure to include your name and the announcement number at the top of each additional page. Failure to address the selection factors and/or Quality Ranking Factors may result in not receiving credit for all pertinent experience, education, and/or training.
The most qualified offerors may be interviewed and required to provide a writing sample. OFDA will not pay for any expenses associated with the interviews. Professional references and academic credentials will be evaluated for offerors being considered for selection. Note: Please be advised that references may be obtained independently from other sources in addition to the ones provided by an offeror. OFDA reserves the right to select additional offerors if vacancies become available during future phase of the selection process.
