In April 2018, GCF board secretariat approved a 7-year (August 2018- July 2025) project for Georgia entitled: “Scaling-up Multi-Hazard Early Warning System and the Use of Climate Information in Georgia” (hereafter GCF project). The project will be implemented under National Implementation Modality (NIM) with the Ministry of Environmental Protection and Agriculture (MEPA playing) an executing entity’s/implementing partner’s role for it.
An overall objective of the project is to reduce exposure of Georgia’s communities, livelihoods and infrastructure to climate-induced natural hazards through a well-functioning nation-wide multi-hazard early warning system and risk-informed local action. The GCF project will provide critical climate risk information that would enable the Government of Georgia to implement a number of nation-wide transformative policies and actions for reducing exposure and vulnerability of the population to climate-induced hazards. The project will thus catalyse a paradigm shift in the national climate risk management, climate-proofed disaster risk reduction and early warning approaches. The project innovation and transformative change will also include (a) participatory “Last Mile” communication solutions tailored to the needs of local communities, including Community-Based Early Warning Systems (CBEWSs); (b) increasing implementation capacities for carrying out cost-effective risk reduction and community resilience measures through such innovative approaches as watershed/floodplain restoration, agroforestry, etc., and combination of structural and non-structural protection measures aimed at reducing exposure and increasing effectiveness of the early warning; (c) combining best available science and local knowledge for vulnerability assessment, hazard and risk mapping, disaster modelling and forecasting; (d) (e) carrying out a comprehensive community, municipal and national-wide awareness raising, education and capacity development activities on multi-hazard risk reduction, including preparedness, response and EWSs.
To ensure effective implementation of the activities related to agrometeorology (expansion and proper operations of agrometeorological network, development of climate/agrometeorology information and advisory products and effective delivery of such products and services to farmers; capacity building in agrometeorology) of output 1 and 2, the project seeks for a local Team Leader/Advisor in agrometeorology.
Under the technical guidance of Chief Technical Adviser (CTA) and direct supervision from National Project Coordinator, Team Leader/Advisor in Agrometeorology will support implementation of outputs and activities related to access and use of tailored climate weather information products and advise to farmers/agricultural enterprises, which includes: i) Procurement, installation and operationalization of agrometeorological equipment; ii) building upon the enhanced equipment and capacities of the agrometeorological observation network further support to capacities of the national agricultural agencies and extension services to generate and deliver tailored climate and weather information and advice to the farmers, iii) building capacity within Ministry of Environmental Protection and Agriculture (MEPA) and National Environmental Agency (NEA) in the use of climate information and climate change adaptation for the Scientific-Research Centre of Agriculture, National Food Agency and for the municipal Information and Consultations Centres, iv) Integration of climate risk and adaptation priorities into the agriculture sector plans, investments and budget frameworks, including the investment appraisal skills, economic valuation of climate change impacts, based on sector model, trade off analysis and cost-benefit assessments for a range of plausible adaptation options in agriculture, v) development of guidance documents, methodologies and technical regulations for the agricultural sector on climate risk assessment and management and the use of climate information, vi) development of new climate information products for the agricultural sector (agro-climate maps, calendars, advisories, etc.) and delivery of these products to the farmers to help them make decisions related to timing, such as choosing the best planting dates and deciding when to apply fertiliser, vii) support to improvement of agrometeorological advisory services through the National Food Agency, its regional service centres as well as through the Scientific-Research Centre of the MEPA and its Information-Consultation Centres, altogether providing warning and/or extension services to farmers, viii) Capacity building and training for local farmers in the use the weather forecasts within their farming methods.
Technical management (75%):
More specifically, he/she will:
- Support National Project Coordinator and CTA in developing specs for procurement of agrometeorological monitoring equipment
- Support National Project Coordinator and CTA in developing ToRs/SoWs for consultancy assignments related to expansion and proper operations of agrometeorological monitoring network, development of climate/agrometeorology information and advisory products and effective delivery of such products and services to farmers; capacity building in agrometeorology
- Support National Project Coordinator in coordinating a work of teams of international and national consultants to be engaged in activities related to expansion and proper operations of agrometeorological monitoring network, development of climate/agrometeorology information and advisory products and effective delivery of such products and services to farmers; capacity building in agrometeorology
- Liaise with National Food Agency, Agriculture Scientific-Research Centre and other relevant entities working on agrometeorological issues
- Support project team and consultants in conveying trainings/workshops, meetings related to expansion and proper operations of agrometeorological monitoring network, development of climate/agrometeorology information and advisory products and effective delivery of such products and services to farmers; capacity building in agrometeorology
- Provide English-Georgian-English interpreting during vis-à-vis working meetings with relevant national counterparts
- Support National Project Coordinator and CTA in monitoring indicators and targets related to expansion and proper operations of agrometeorological monitoring network, development of climate/agrometeorology information and advisory products and effective delivery of such products and services to farmers; capacity building in agrometeorology.
- Produce regular reports to Project Coordinator and CTA and participate in PMU/Country Office regular (weekly) meetings, to update management on the progress against tasks under output 1 and 2;
- Signal any delays in national deliverables compared to the workplan to the UNDP Country Office and the Project Coordinator.
- Provide quality check of all related deliverables under output 1 and 2 to ensure quality;
- Develop reports of related technical workshops under output 1 and 2, and quarterly progress reports for related activities under output 1 and 2;
- Organize/Lead technical advisory working group and related meetings in agrometeorology and/or Participate in technical advisory working group meetings in hydrometeorology monitoring/forecasting and early warning systems; capacity building, policy and planning platforms, community-based processes and structural measures;
- Provide input to the Project Coordinator during preparation of the reports, work plans for the PSC, UNDP and GCF annual reports/
- Demonstrates integrity by modelling the UN’s values and ethical standard
- Knowledge of climate change adaptation concepts, principles and policies and ability to apply to strategic and/or practical situations in relations to agricultural sector and early warning systems for agriculture
- Ability to establish and maintain good working relations with colleagues in multi-cultural environment
- Ability to effectively coordinate a large, multidisciplinary team of experts and consultant
- Ability to listen, adapt, persuade and transform
- Ability to persuade others to follow
- Ability to efficiently handle and share information and knowledge
- Good computer skills.
- University degree (at least Master’s degree) in the area of Agriculture, Natural/Environmental Sciences, Geography, Meteorology, Agrometeorology or any other related field
- At least 3 years of managerial, advisory and/or consultancy experience in Agricultural sector, Geography, Meteorology, Agrometeorology or other related field
- Demonstrated experience in working with/for international organizations
- Strong knowledge and understanding of institutional setting and local context concerning agrometeorological services in Georgia
- Experience in working in agricultural sector with governmental institutions is preferred
- Excellent written and verbal communication skills in English and Georgian
