Reliable and timely data on progress towards the Sustainable Development Goals (SDGs) is key to ensure Jordan is on track to achieve the ambitious agenda. Many countries in the region as well as elsewhere have started to regularly monitor progress against the SDGs, to produce regular national, and in some cases sub-national SDG reports as well as to establish dynamic online SDG trackers. Such information is key for policy makers, parliamentarians as well as development partners.

While Jordan has undertaken a detailed data availability assessment for the SDGs, baselines and targets are yet to be established and linked to key national development planning and M&E processes as well as national KPIs.

UNDP and the Department of Statistics (DOS) have signed a joint initiative to build DOS’ capacity in tracking progress towards the SDGs and to establish a ‘dashboard’ that allows policy makers and other stakeholders to monitor progress towards the SDGs. To provide overall guidance and project oversight UNDP is seeking to recruit a Senior SDG Data Advisor/ Project Manager.

Key Results and Impact

While Jordan has undertaken a detailed data availability assessment for the SDGs, baselines and targets are yet to be established and linked to key national development planning and M&E processes as well as national KPIs.

UNDP and the Department of Statistics (DOS) have signed a joint initiative to build DOS’ capacity in tracking progress towards the SDGs and to establish a ‘dashboard’ that allows policy makers and other stakeholders to monitor progress towards the SDGs. To provide overall guidance and project oversight UNDP is seeking to recruit a Senior SDG Data Advisor/ Project Manager.

Under the direct supervision of the UNDP and Department of Statistics focal points, the responsibilities of the Senior SDG Data Advisor/ Project Manager include:

Development of a Project Implementation Plan

  • Building on the SDG data availability map, other ongoing data related initiatives by various UN agencies such as WFP, FAO, UNESCO, etc. and development partners as well as consultations with data users (policy makers, parliamentarians and development partners) develop a project implementation plan. The project implementation plan should ensure that activities focus on linking data users with DOS as the central point for data collection. Project activities should seek to create ‘demand’ for SDG-related data and link to key processes.

  • Assess priority institutional and capacity building needs of DOS staff (concerning all relevant units) as well as key line ministries and other relevant stakeholders.

  • The Project Implementation plan will outline priorities to be implemented in the remainder of 2019 and for 2020 considering the (yet) limited resource envelope. The plan should include suggestions for sequencing of activities and also partnership and resource mobilization opportunities.

    • Include developing criteria for prioritizing which data gaps should be filled first (e.g. KPIs of government plans, etc.);

    • ensure baselines and targets are set for the selected SDGs.

    • ensure that data is sufficiently disaggregated;

    • identify opportunities to tap into administrative data sources; and

    • identify opportunities for tapping into non-traditional data sources for filling data gaps. The roadmap will be a living document that will be updated regularly.

  • Conceptualize and lead stakeholder workshops with line ministries and key data ‘users’ such as development partners incl. UN agencies, the SDG Unit of the parliament, etc. to ensure buy-in into roadmap.

  • Above shall be accompanied by a review of existing data management systems and identify opportunities for linking existing data management systems.

This includes identifying international/ regional examples that could be adapted to Jordan and developing the terms of reference for procuring the expertise required to set up the SDG Goal Tracker.

Capacity Building of DOS Staff and Key Staff in Line Ministries

  • Throughout all of the above tasks, the Senior SDG Data Advisor/ Project Manager will provide on the job training of relevant DOS and line ministry staff. This will include, as relevant, small-scale workshops.

  • Develop, as relevant, training manuals and guidelines.

Education:

  • Experience in developing data gap analyses and supporting roadmaps for filling data gaps;

  • Strong understanding of data management systems and familiarity with latest data and data management innovations;

  • Experience in building capacity of senior level staff;

  • Strong communication skills, including ability to produce high quality practical reports.

At least 15 years of strong demonstrated track record of providing policy advice and capacity building support on development planning, data and M&E related activities;
