The impact and significance of the refugee crisis in Jordan cannot be understated. Eight years into the crisis, Syrian refugees constitute one in 15 persons in Jordan, and with 80% of the refugee caseload estimated to be living below the poverty line, the need to provide multi-sectoral assistance remains huge. From a development perspective, the influx of the Syrian refugees in host communities across Jordan has not been matched by a commensurate expansion of municipal and basic services (such as health, education, sanitation infrastructures). In keeping with the humanitarian imperative, the response to date has focused on addressing urgent needs whilst medium and longer-term approaches focused on livelihoods, basic services, and strengthening national capacities have received less attention and fewer resources.

 

The Joint Support Programme (JSP) assists the Government of Jordan (GoJ), under the leadership of the Ministry of Planning and International Cooperation (MoPIC), in strengthening national planning and development management functions. It takes Vision 2025 as its starting point and fully considers the experience and good practices established during formulation and implementation of the Jordan Response Plan (JRP).  Also taking note of the GoJ commitment to the SDGs and the support of the international community for the implementation of the Jordan Compact, the project will strengthen MOPIC’s capacity to lead the overall national planning effort in line with its mandate while also supporting line ministries and agencies to: (a)continue to respond to the Syria crisis by integrating the concepts and practices of the resilience approach into their core areas of responsibility ; and (b) facilitate, implement and monitor sector/thematic strategies. Special attention will be given to the adoption of appropriate policies that regulate data exchange and building strong partnerships and coordination mechanisms within the government and between the government and the donor community. While the JSP further supports the government efforts to respond to the crisis, it also aims at attracting additional support to put longer term development planning back on track.

 

I.                 Key Results Expected and Measurable Outputs

Under the direct supervision of the Coordination specialist / Program Manager, the Senior M&E Assistant will be assisting in monitoring and ensuring high quality and timely inputs, and ensuring that the project maintains its strategic vision and its activities result in the achievement of its intended outputs in a cost effective and timely manner.  The Senior M&E Assistant will be assisting in designing and implementing the M&E activities of the Project; assisting the Coordination Specialist/Project Manager in preparing Quarterly/Annual reports on project progress and monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

 

The Senior M&E Assistant works in close collaboration with project team and the Results Reporting Team at the UNDP Country Office

 

II.           Duties and Responsibilities

Project Planning and implementation:

  • Participate actively in the planning of project activities and drawing up of the annual work plan.
  • Assist in Implementing project activities in collaboration with all partners, staff and consultants
  • Provides M&E support, focusing on achievement of the following results:
  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Develop a quality management plan to assure how quality will be measured throughout the lifecycle of the project.
  • Develop a risk management plan explaining potential risks and how they will be mitigated.
  • Monitor all project activities, expenditures and progress towards achieving the project output;
  • Recommend further improvement of the logical frame work;
  • Develop monitoring and impact indicator for the project success;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project's results
  • Provide feedback to the Coordination Specialist/Project Manager on project strategies and activities;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the Coordination Specialist/Program Manager and the UNDP Country Office;
  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team and UNDP
  • Assists in drawing up target key performance indicators.
  • Provide Project status reports.
  • Document lessons learned and suggest recommendations to the Project Team, Steering Committee, UNDP Management and stakeholders on strategies to improve M&E related component and activities.
  • Report on proceeds and results of seminars, workshops and training activities.

 

Project Support and capacity building:

  • Prepare a detailed M&E budget and calendar of all activities.
  • Assist with TOR’s and hiring for project specific positions.
  • Update consultants and staff on M&E activities and approaches relevant to UNDP’s evaluation policies.
  • Support capacity building among project staff in regard to monitoring and evaluation practices
  • Support the organization of events and activities

Minimum Qualifications and Experience:

Education:

Bachelor degree in Business Management, Public Administration, Social Sciences, Statistics, Financial Management, Economics or any other related field

Experience:  

  • 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national, international NGOs, UN bodies and Government.
  • Proven experience with project, strategic, risk, quality and performance management approaches.
  • Experience in designing tools and strategies for data collection, analysis and production of reports

Language requirements:

Proficient in both written and oral English and Arabic

Computer skills:

Excellent computer and word processing skills.
