The Senior Business Development Specialist (SBDS) works with a wide range of Pact staff and teams worldwide - including program management professionals, technical experts, finance staff, and country offices - to develop new projects and prepare proposals in response to donor requirements. Ideal candidates can blend the strategic, analytical thinking needed to craft a winning proposal with the tactical skills needed to address the day-to-day details of proposal management. At least 25% international travel is expected. Length of travel will vary based on specific needs, ranging from 2 weeks to 4 weeks at a time.
The SBDS reports to the Manager, Business Development.
- Provide support to Pact Country Offices throughout the proposal development lifecycle, including but not limited to pre-positioning for new opportunities; managing live proposals; coordinating and submitting responses to questions; coordinating internal after-action reviews; gathering feedback from donors on submitted proposals; and supporting handover to program managers and project start-up, if relevant.
- As proposal manager, lead the development of proposals with minimal day-to-day oversight, coordinating the overarching process by establishing and adhering to timelines for technical and cost volumes; troubleshooting solutions to unexpected challenges; ensuring that proposals meet funder specifications and deadlines as well as Pact’s quality standards; drafting sections of proposals; finalizing documents; and coordinating submission, among other activities.
- Support and/or facilitate bid decision conversations.
- Collaborate with program officers, country-based staff, and other Pact staff as well as Pact partner organizations to conceptualize and design proposals for new project activities and/or amendments/extensions to current projects.
- Negotiate and coordinate teaming agreements and other institutional agreements with partner organizations.
- Coordinate with Pact’s Pricing team for budget review and approvals and with Pact’s Agreement Management team to negotiate final awards with donors.
- Build a network of professional business contacts within Pact’s industry.
- Support the development of manuals, templates, guides and other tools supporting the new business development function.
- Maintain accurate information in Pact’s Salesforce system, ensuring records are up-to-date at all times.

- Bachelor's degree, and at least 5 years of experience, or a Master’s degree with 3 years of experience.
- Baseline experience in one of Pact’s technical areas (health, livelihoods, natural resource management, capacity development, governance, or engaging markets).
- Ability to work efficiently under pressure and maintain quality, detail and organization across multiple assignments.
- Strong written and oral communication skills, including presentation skills.
- Ability to problem-solve some-what complex issues or problems.
- Ability to apply organizational policies and regulatory compliance appropriately and consistently.
- Consistently works within internal process and procedures.
- Good negotiation and conflict resolution skills.
- Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations.
- Competence using common desktop applications, including Adobe Acrobat and Microsoft Word and Excel.
- Prior USG-specific proposal development experience.
- Fluency in English.
- Ability to travel internationally on short notice.
- Experience in international development in an overseas setting.
- Working knowledge and understanding of international development donor policies and regulations.
- Familiarity with Salesforce.
