Issuance of this RFQ does not EAI to issue an award and Bidders will not be reimbursed for any costs associated with the preparation of their quote.
Basis for Award: An award will be made to the responsible bidder whose bid is responsive to the terms of the RFQ and is most advantageous to EAI, considering price or/and other factors included in the RFQ. To be considered bidders must meet the terms detailed in section 12 of the RFQ, “Determination of Responsibility.”

Title: Nationwide Perception Poll on Anti-Corruption in Afghanistan
Period of Performance: on/about Dec 9, 2019 – Jan 3, 2020
Level of Effort: 20 days
Background: Equal Access International (EAI) – a non-governmental organization (NGO) with U.S. regional offices in Washington, D.C. and San Francisco – partners with communities around the world to co-create sustainable solutions utilizing community engagement and participatory media and technology. With funding from bi-laterals, multi-laterals, foundations, and individual donors, EAI has a 17-year track record implementing social change projects and currently operates in Afghanistan, Burkina Faso, Cameroon, Chad, Kenya, Mali, Nepal, Niger, Nigeria, Pakistan and the Philippines.
Purpose: EAI is interested in conducting an online nationwide perception poll and survey in Afghanistan to assess public opinion and citizens’ attitudes towards democracy and governance issues including corruption in Afghanistan in variety of public sectors.
Duties and Responsibilities: The Offeror must work with EAI to co-design an online opt-in survey, and collect data from a random sample of 2,000 Internet users in Afghanistan aged 14 and above. The survey must be conducted and data collected within a period of 2 weeks. The survey will be 12 closed-ended questions co-designed with EAI. Survey languages must be in Pashto and Dari and survey demographics must include age, gender, language, and location (region).
Deliverables: The end deliverable will include completed 12-question surveys from a random sample of 2,000 Afghan citizens aged 14 and above.
Offerors must have extensive experience conducting online opt-in surveys;
Possess ability to rapidly conduct online surveys and to design, conduct and close-out survey within 20 days;
At least 5 years of experience working with USG-funded programs.
