Under the direct supervision of the Portfolio Manager and Operations Specialist of Inclusive Politics Portfolio, M & E Officer is responsible to undertake the following functions

  • Overall responsibility for the design of the monitoring strategy and its successful implementation; Monitor progress and effects of the support by the Portfolio response against the strategic priorities; 
  • Ensure that the Portfolio is aligned to the key priorities identified in the Somalia compact, the
  • outcomes of the UNDP Strategic Plan, and Country Programme Document; Ensure compliance to the proposed Portfolio Monitoring and Evaluation Plan;
  • Promote and support quality assurance activities undertaken by the Portfolio; 
  • Support Parliament in monitoring the progress and effect of the donor funds and their coherence with CPD; 
  • Facilitate monitoring of Cross-Cutting themes by all stakeholders at all levels; 
  • Coordinate the monitoring process; 
  • Contribute to the development of evaluation plans as required
  • Ensure the standards and systems used to deliver quality and accountability services and monitoring reports include information on levels of compliance achieved against standards and indicators; 
  • Ensure collection of data on Output and Outcome indicators for the Portfolio;
  • Analyze lessons learned for quality and accountability; 
  • Promote monitoring, evaluations and audits as means of guiding and supporting the Portfolio; Facilitate external reviews/evaluations as agreed by the programme.
  • Develop and maintain the MIS of the Portfolio and monitor the Portfolio activities on a regular basis; 
  • Collect & analyze different data in relation to the Portfolio activities; 
  • Maintain database of monitoring data against all Activity, Output and Outcome indicators;
  • Liaise with NFP to provide and access data and aggregate data across clusters; Establish strong working relationships with key actors in other Portfolios/agencies dealing with monitoring and evaluation in order to facilitate effective collaboration and communication
  • Provide technical support/guidance to the National Counter parts to develop simple and valueadding monitoring strategies and tools; 
  • Provide technical support/guidance to the National Counter parts in the identification of current monitoring methodologies used by the National Counter parts and identify good practices; Provide technical support/guidance to the National Counter parts in monitoring and reporting responsibilities ensuring coherence with existing reporting requirements
  • Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channelled into decision-making processes; 
  • Develop all Portfolio reports, including, donor reports, CO quarterly progress reports; 
  • Contribute to the implementation of Monitoring and Evaluation Knowledge Management and
  • Learning Strategy; 
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues. 
  • The key results have an impact on the overall effectiveness and success of UNDP interventions and activities in providing developmental assistance. Effective implementation of evaluation policies and strategies, as well as efficient organization and coordination of the evaluation process, enhance the organization’s capacity and credibility in implementation of highly effective programmes.

  • Master’s degree in Business or Public administration, Political or Social Sciences, International Relations, or any other related field with 2 years of relevant work experience in Designing, Implementing and Monitoring and Evaluation; 
  • A first level university degree in Business or Public Administration, Political or Social Sciences, International Relations or related field; with a combination of 4 years of experience in design, monitoring and evaluation of Portfolios may be accepted in lieu of the master’s degree
  • 4 years of relevant experience at the national or international level in design, monitoring and evaluation of Portfolios; 
  • Experience in the use of computers and office software packages and handling of web-based management systems; 
  • Experience with new monitoring tools such as remote call monitoring, aerial photography, SMS campaign, mobile money monitoring, biometry will be an asset;
  • Previous experience in dealing with Parliament an asset; Work experience within the UN or INGOs an asset.
  • Fluency in written and spoken English and Somali.
