Chemonics seeks quality education field monitors based in the Aleppo and Idlib Governorates to support the core technical team of the DFID-funded Syria Education Programme, known as “Manahel.” The core technical team will develop, design, and plan the program’s integrated interventions to enhance access to and quality of education for all children. The quality education field monitors will provide day-to-day oversight of technical activities related to quality education training modules and liaise with the program manager to ensure that activities safeguard children from potentially adverse impacts. Acting in accordance with the professional code of ethics of Chemonics and ISD, the quality education field monitors will make the code’s principles part of the program’s culture and operating procedures. Upholding the program’s safeguarding standards, the quality education field monitors will promote a culture among partners, beneficiaries, and staff that always prioritizes safeguarding children. The quality education field monitors will also foster and maintain good relationships with potential and actual grantees, disclose any affiliations that could be perceived as conflicts of interest, and maintain confidentiality regarding program activities. Responsibilities include:

  • Support, monitor, and evaluate the program’s work to support the quality of education in schools
  • Work with the program manager to oversee implementation of high-quality education activities, ensuring that services are delivered on time and in compliance with technical standards
  • Ensure that field staff understand the technical requirements for implementation
  • Work with the program manager to ensure high-quality education activities are implemented in ways responsive to education directorates, partners, and children in line with relevant humanitarian principles, standards, and plans and compliant with program procedures
  • Work with the program manager to develop detailed implementation plans, including procurement and distribution schedules of program inputs
  • With other members of the program team, monitor program progress against programmatic targets
  • Work with the program manager to ensure appropriate, timely, and accurate data collection against agreed-upon indicators to enable internal reporting
  • Work with the program manager to identify and incorporate suitable accountability mechanisms into the program

Qualifications:

  • University degree required
  • Demonstrated ability to carry out field assignments, travel, and work within Syria’s current conditions; willingness to work and live in difficult and dangerous areas
  • Ability to collect data effectively, use Microsoft programs (e.g., Microsoft Word and Excel), and comprehensively understand program monitoring and evaluation systems
  • Ability to organize and manage tasks
  • Proven ability to network and build relationships
  • Experience managing activities or components of them, preferably in humanitarian settings; implementing high-quality education interventions; and working with at-risk children and their families
  • Demonstrated capacity to deliver on stated objectives on time
  • Ability to manage stress and be flexible and accommodating in difficult working circumstances
  • Political and cultural sensitivity, tact, and diplomacy
  • Demonstrated leadership, versatility, and integrity
  • Strong understanding of the program’s mandate and focus on children
  • Commitment to the program’s aims and principles and ability to ensure they continue to underpin the program’s work
  • Demonstrated leadership, versatility, and integrity
  • Basic proficiency in English required
