Setting and ReportingIn February 2013, 11 States signed the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region, in a renewed drive to end the recurring cycles of devastating conflict in eastern DRC, which impacts stability and development in the Great Lakes area of Africa. On 31 January 2014, two more countries, Kenya and Sudan, became signatories of the PSC Framework. The framework aims to help โ€œaddress the root causes of conflict and put an end to recurring cycles of violence\" in eastern DRC and the Great Lakes Region. In its Resolution 2098 (2013), the Security Council welcomed the signing of the PSC Framework. It called on the Special Envoy, in coordination with the Special Representative for the DRC to โ€œlead, coordinate and assess the implementation of national and regional commitments under the PSC Framework, including through the establishment of benchmarks and appropriate follow-up measuresโ€. The Security Council further encouraged the Special Envoy to \"lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the conflict\". The incumbent will support the implementation of the project titled: \"Reducing the Human Cost of Weapons in Africa through Policy Support, Capacity-Building, Security Cooperation, and Technical Assistance in Weapons and Ammunition Management in Disarmament, Demobilization, and Reintegration Contexts.\" The project is a collaborative initiative involving the Office of the Special Envoy for the Great Lakes Region, the Department of Peace Operations (DPO) โ€“ Disarmament, Demobilization, and Reintegration Section (DDRS) in the Office of Rule of Law and Security Institutions (OROLSI) and the United Nations Office for Disarmament Affairs (ODA). It aims to address the challenges posed by small arms and light weapons (SALW) and their ammunition in the Great Lakes region. This position will be based in Addis Ababa and co-located within the United Nations Office for African Union (UNOAU). The Project Manager will operate under the guidance of the Special Envoy for the Great Lakes Region, Head of OSESG, and the Special Representative of the Secretary-General and Head of the United Nations Office to the African Union (UNOAU). In this role, the Project Manager will work with the officer in charge of Security Cooperation within OSESG-GL. This position will require effective coordination with technical teams from the UNOAU, the Office of Disarmament Affairs (ODA), and the Office of Rule of Law and Security Institutions (OROLSI), who will provide critical technical expertise and substantive guidance for successful project implementation. ResponsibilitiesThe Project Manager will be responsible for the following duties: Project Coordination and Implementation: o Assist the Programme Lead in the planning, execution, and monitoring of project activities within the Great Lakes region. o Oversee logistical and operational aspects of the project to ensure timely and efficient delivery of outputs. o Support the development of work plans, budgets, and progress reports to enhance project implementation and accountability. Stakeholder Engagement: o Develop and deliver a range of communication materials and products to effectively inform member states, regional stakeholders, and donors about the projectโ€™ s progress and implementation updates. Represent the project in meetings, workshops, and public forums as required, fostering relationships and collaboration. Technical and Policy Support: o Collaborate with technical leads from OROLSI and ODA to ensure that project activities adhere to international standards and reflect best practices. Knowledge Management: o Document lessons learned and best practices to inform the design and implementation of future initiatives. o Facilitate the dissemination of project outcomes through formal publications, knowledge-sharing events, and other outreach platforms. o Ensure monitoring and evaluation of the project activities, focusing on the collection and analysis of relevant data and prepare regular report for the donors. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, notably on disarmament, security, conflict resolution, peacekeeping, peacebuilding, or related area is required. Experience in disarmament, demobilization, and reintegration, small arms control and/or conflict/post-conflict crisis management is desired. Experience working in large multidisciplinary and multi-cultural teams and coordinating with multiple partner agencies is desired. LanguagesEnglish and French are the working languages of the United Nations. Fluency in English is required. Knowledge of French is an advantage.
