There are 35 million young people under the age of 28 in Turkey today. Taking employment and income figures into account, the youth, particularly in less developed regions, faces challenges in benefitting from financial opportunities and information resources. Tackling financial difficulties and unemployment, young people rarely make plans to secure their financial future. Through developing financial awareness among young people in Turkey, “Harnessing Financial Awareness among Young Men and Women” project launched to contribute to sustainable economies, was introduced to the press in early December 2009. The project conducted with the partnership of United Nations Development Program (UNDP), Habitat Association, Visa Europe and member banks, aims to provide trainings to young people, and reach 1.700.000 people in total. Besides young people workers, entrepreneurs, farmers are also in the target group of the project. The impact analysis of the project will be realized via pre and post tests. The outcome of the project and the results of the impact analysis will be provided to the government as a policy recommendation on financial awareness.

The task force of the project will be responsible for raising awareness on securing financial well-being amongst local communities, providing trainings on financial management for the members of their own local youth councils and advocate the concerned subject matter at national and local media, non-governmental organizations, local governments, businesses and other organizations.

The project will serve for the socio - economic empowerment of youth and will significantly contribute to the implementation and realization of UN Youth Policies as well as Sustainable Development Goals.

Members of local youth councils, university student clubs and youth NGO’s will receive trainers’ trainings on budgeting; financial-planning and management; personalizing credit cards; loans; good credit standing; the effects of financial awareness on sustainable development. Hence, the project will establish a task force composed of 2100 young volunteers in 81 cities from 7 geographical regions. The know-how of Visa and its member banks will be utilized at those trainings.


Objectives of the Assignment

The Project Associate will be based in İstanbul and responsible for mid-level project administration for the projects mentioned above section. Main responsibilities of the Project Associate include the planning and organization of project events (including coordination of events associated with communication and visibility of the project), financial and substantive reporting of the progress and support to smooth implementation of the  projects.

The Project Associate works in close collaboration with UNDP, Habitat and Visa to ensure smooth and timely management of inputs as well as other Project Associates under the programme.

The Project Associate supports the horizontal management related tasks within the Private Sector Programme.


Project Associate is expected to assume the following tasks:

  • Prepares inputs to formulation of AWPs, planning and sequencing of activities. Provides inputs to detailed implementation plans.
  • Assists in formulation of budgets.
  • Assists in periodic revision of AWPs and procurement plans, in cooperation with the project procurement officers.
  • Organises and follows up a Local Project Appraisal Committee (LPAC).


  • Plans and organises implementation of project activities according to AWP and project budget.
  • Coordinates implementation with, and between, the project partner ensuring effective information flows between partners.
  • Prepares inputs and provides support to organisation of Project Steering Committee (SC) meetings.
  • Organises and coordinates project meetings, reviews and site visits.
  • Organises project events (meetings, workshops, visibility events, seminars and training).
  • Supports monitoring of performance of contractors (consultants, companies etc).
  • Monitors bottlenecks and problems in project implementation, proposes/takes corrective action as required.
  • Prepares inputs to reports and compiles project reports according to the project document (monthly reports, quarterly reports, donor reports, final report).
  • Prepares inputs to ATLAS project management module.
  • Drafts correspondence, notes, briefs and other materials and documentation.
  • Implements project-specific communications plans by preparing materials and inputs for the website and organizing events.

  • Prepares inputs to Terms of Reference (ToR), technical specifications, Request for Quotation (RfQ), Request for Proposal (RFP), bills of quantities.
  • Assists in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports).
  • Assists in selection of project experts and consultants and participates in selection process.
  • Prepares Request for Direct Payment (RDP) for signature with the guidance of the Budget/ Finance officer
  • Documents files for the Project.

Minimum Requirements


General Qualifications

  • Bachelor’s Degree in relevant field (including international relations, international business, public relations, social sciences, etc).
  • Full proficiency in English and Turkish
  • Excellent command of office software, such as word processors, spreadsheets, databases.


Professional Experience and Qualifications

  • At least 5 years of professional experience in a relevant field.


  • Working experience in the youth issues is an asset
  • Working experience with NGOs is an asset
  • Working experience in private sector partnerships is an asset



Specific Experience and Qualifications

  • At least 2 years of professional experience in formulation and implementation of national/international development projects in the field


  • Experience in volunteer management programs.
  • Experience in the field of peer education.
  • Experience in local NGOs.




  • Internships (paid/unpaid) are not considered professional experience.
  • Obligatory military service is not considered professional experience.
  • Professional experience gained in an international setting is considered international experience.
  • Experience gained prior to completion of undergraduate studies is not considered professional experience.
