In June 2019, UNDP launched a project on “Building Climate Resilience in Agriculture and Water Sectors of Rural Tajikistan”. The main objective of the project is to build climate resilience in rural areas of Tajikistan by scaling up successful adaptation practices and technologies in agriculture and water sectors at the community-based level and facilitating access to new and existing funding opportunities.

Other objectives of the project include (i) support integration of best tested technologies and practices on climate adaptation in rural mountainous areas; (ii) build capacity of local population and generate new knowledge on climate resilient pathways; (iii) facilitate access to funding opportunities through existing “green” credit programs at the community-based level and new investment packages, and (iv) feed-in national climate and sector-based policy by informing about successful cases emerged from bottom-up approach of the project.

Under the guidance and supervision of the Programme Manager, the Project Analyst will be responsible for the overall implementation, monitoring, communication and reporting as per the Annual Work Plan for the above mentioned project.

The Project Analyst will support overall day to day implementation and coordination of project activities with the Implementing Partners, including district hukumats to institutionalize climate resilience building in agriculture and water sectors, scaling up the successful climate adaptation technologies and practices in agriculture and water sectors and facilitating access to new and existing funding opportunities in Zeravshan valley

The Project Analyst will work under the direct supervision of UNDP DRMP Programme Manager and guidance of the Team Leader on Climate Change, DRR, Energy and Environment, and will be responsible for:

1.    Technical support across all project components.

  • Facilitate validation of pre-determined project site, appraise and finalize the selection of climate resilient practices.
  • Facilitate conduction of a joint baseline study and rapid vulnerability assessment to develop (a) monitoring plan and (b) action plan on adaptation in selected villages of the targeted project sites.
  • Conduct community mobilization and ensure community engagement supporting the International Consultant in performing a participatory rural appraisal of selected practices on climate adaptation (agriculture and water sectors) in targeted villages.
  • Ensure activation of an up-scaling process of validates practices in targeted villages.
  • Facilitate conduction of the final evaluation and impact effect of integrated practices.
  • Facilitate conduction of a capacity needs rapid assessment to determine categories of technical trainings to be planned and delivered; develop training modules with field visits.
  • Ensure planning and delivery of on-site trainings in targeted project areas (community-based level).
  • Facilitate conduction of a peer-to-peer site visits around targeted project sites (intra-rayon level).
  • Facilitate conducting of an innovative study on “Cost of no-adaptation and economic benefits from climate resilience”.
  • Facilitate conduction of an assessment to determine product or services with a great competitive advantage in targeted project sites; examine risks and mitigation measures.
  • Facilitate access to existing funding packages in the context of CLIMADAPT and CAMP4ASB projects.
  • Support the development of a package with bankable sub-projects and build capacities of project beneficiaries given different project initiatives and credit.
  • Assist the International Consultants in formulation of a package of project concept notes for international/domestic funding and determine potential donors/buyers (GCF, AF, GEF, LDNF).
  • Assess project results against the national climate policy indicators.
  • Report on the project achievements in adaptation and climate resilience and determine the options of mainstreaming the project results to the sector-based adaptation plans.
  • Contribute to the process of national reporting under UN Framework Convention on Climate Change.
  • Contribute to capacity building programs and knowledge database under National Adaptation Planning process.

2.        Project coordination and implementation:

  • Manage and ensure the timely implementation of the project activities on daily basis, under direct supervision of UNDP DRMP Programme Manager and UNDP Team Leader on Climate Change, DRR, Energy and Environment;
  • Organize meetings of the Project Board (Steering Committee), including preparation of the background information and project progress reports for the meeting, coordination of the timing suitable for all project board members, taking minutes of the project board meetings, and follow up to the recommendations made during the project board meetings;
  • Ensure that all project documentation is properly maintained and stored/archived, and readily available for retrievable at any moment during the project implementation.
  • Ensure adequate information flow, discussions and feedback among the various stakeholders at the local level in accordance with agreed management arrangements;
  • Develop Terms of Reference for recruitment of international and national experts (as approved in the project document and subsequent annual work plan), as part of requirements of UNDP
  • Facilitate the day-to-day coordination of the project activities
  • Prepare annual work plans and finalize the results framework for the project and lead delivery of results in close coordination with the respective state institutions and other stakeholders as needed;
  • Support national and international experts in the review of the current status and cost of no-adaptation in water and agriculture sectors in Tajikistan;
  • Contribute to the design and effective coordination/implementation of outreach awareness raising campaigns by selected implementing partners and involved SCOs.

3. Monitoring, Evaluation and Reporting:

  • Monitor the delivery status, prepare progress updates on delivery;
  • Develop annual work plan, including strategic and/or innovative initiatives to be undertaken/explored, and set delivery and co-financing targets;
  • Develop and maintain an efficient reporting schedule to ensure timely preparation and submission of all reports, including quarterly, semi-annual and annual reports in accordance with UNDP and donors requirements;

  • Ensure timely and accurate development and submission of quarterly reports in line with UNDP corporate requirements and donor requirements;
  •  Prepare and support Mid-Term Project Evaluation and Final Project Evaluation processes, with reports to be submitted to UNDP and Project Board and identify follow-on actions for consideration to the Project Board;
  • Collect, classify, summarize and evaluate data and information, carry out technical reviews of project related documents (proposals, activity plans, financial forecasts), closely monitor the activities of the consultants and contractors, including collecting and compiling quantitative and qualitative data and monitoring reports.

4.        Partnership and Resource Mobilization:

  • Network and build credible working relations with related government agencies, UN and donor partners;
  • Establish and maintain partnerships with the local representatives of relevant government institutions, namely the Ministry of Agriculture, Committee of Environment Protection under the Government of the Republic of Tajikistan, Agency for Land Reclamation and Irrigation, Agency for Hydrometeorology of the Committee of Environment protection, district hukumats, as well as development partners (ClimaAdapt, etc), which are active in climate change adaptation;
  • Ensure adequate information flow, discussions and feedback among the various stakeholders at the local level in accordance with agreed management arrangements;
  •  Prepare/Contribute into concept notes and proposals for mobilization of resources from international development organizations, non-government organizations and the private sector;
  • Explore opportunities and develop new initiatives and fund-raising mechanisms to diversity financing for disaster risk reduction and recommend new areas for programme development;
  • Establish productive relationships and maintaining continuous and constructive dialogue with the local representatives of relevant government institutions, civil society, local communities, donors and other stakeholders to maximize impact of project results;
  • Ensure that activities and support to the local representatives of relevant government institutions, relevant stakeholders and civil society is coordinated and synergies are applied to assist in attaining the project’s planned outputs and outcomes.

5.        Knowledge Sharing

  • In close consultation with CO Communication Team prepare the content of knowledge products including publications, articles, papers and press releases for visibility and communication of project outcomes; Expand outreach to local authorities, private sector, non-government and international development organizations active in project target areas.
  • Assist in development of a package of hand-made community video for rural dissemination

Education:

  • University Degree in Social Science, Development Studies or other relevant field.

Experience:

  • At least five (5) years of proven professional experience in the area of climate change adaptation, disaster risk reduction, community mobilization or sustainable natural resource management.

Language Requirements:

  • Fluency in Tajik, English and Russian

Other:

  • Strong understanding of climate change and its linkages to development issues in Tajikistan;
  • Strong analytical skills, initiative and self-starter;
  • Strong networking and coordination skills, and demonstrated ability to liaise and involve partners including government officials, scientific institutions, NGOs and private sector;
